Abstract

Dampak yang dihasilkan oleh produk dan proses terhadap kesehatan manusia dan lingkungan serta persyaratan akan sertifikasi eco label untuk produk-produk yang masuk ke luar negeri, khususnya Eropa, menyebabkan perlunya dilakukan Life Cycle Assessment (LCA) di Indonesia. Penilaian dengan LCA memerlukan sumber data yang valid dan sesuai dengan kondisi geografis Indonesia. Hal tersebut menyebabkan adanya kebutuhan akan Life Cycle Inventory (LCI) database untuk Indonesia. Kebutuhan tersebut menimbulkan permasalahan yaitu belum adanya LCI database di Indonesia yang dapat diakses publik secara bebas. Sementara, pembuatan LCI database memerlukan waktu yang cukup lama serta memiliki tingkat kesulitan yang tinggi karena harus melibatkan berbagai pihak. Sehingga, tujuan penelitian ini adalah merancang roadmap pembuatan Life Cycle Inventory (LCI) database di Indonesia yang dapat diakses publik secara bebas. Referensi yang digunakan dalam perancangan roadmap ini berasal dari ISO 14041 Goal and Scope Definition and Inventory Analysis serta informasi LCI database Amerika Serikat, Thailand, dan Eropa. Roadmap pembuatan LCI database di Indonesia terdiri dari tiga fase, yaitu perencanaan dan persiapan, pengumpulan data, dan eksekusi data. Aktivitas-aktivitas pada fase pertama, perencanaan dan persiapan, diawali dengan pertemuan awal untuk menjelaskan proyek database dengan mengumpulkan pihak-pihak terkait untuk diajak berpartisipasi dalam proyek ini. Tahap selanjutnya adalah pembentukan advisory group dan persiapan program kerja untuk keseluruhan fase pada proyek ini. Fase kedua, berupa pengumpulan data, diawali dengan penentuan kategori data yang akan termuat ke dalam database. Kategori data tersebut meliputi klaster industri prioritas berdasarkan PP no. 28 Tahun 2008 tentang Kebijakan Industri Nasional, proses transformasi umum, dan end-of-life process. Tahap selanjutnya adalah persiapan pengumpulan data, diikuti dengan pengumpulan data berdasarkan kategori data yang telah ditentukan sebelumnya. Tahap tersebut dilanjutkan dengan perhitungan data, yang terdiri dari validasi data, penghubungan data ke proses unit, penghubungan data ke unit fungsional dan penyatuan data, serta penyempurnaan batasan sistem. Tahap terakhir berupa pengalokasian aliran dan pelepasan (releases). Fase terakhir, berupa eksekusi data, terdiri dari penyebaran database melalui website serta pemeliharaan dan pembaharuan database yang perlu dilakukan secara berkala / Human health and environmental impacts generated by products and processes, as well as eco label certification requirements for products exported to foreign countries, especially European countries, cause the need of Life Cycle Assessment (LCA) for products and processes in Indonesia. This assessment requires valid and corresponding data source to Indonesian geographic condition. This causes the need of Life Cycle Inventory (LCI) database for Indonesia. The need of LCI database for Indonesia raises problems of the absence of publicly available LCI database for Indonesia. Meanwhile, LCI database development requires a long time and high degree of difficulty due to the requirement of cooperation from various parties. Thus, the purpose of this study is to design a roadmap for Indonesian Life Cycle Inventory (LCI) database development that can be freely accessible to the public. References used in designing the roadmap is derived from ISO 14041 Goal and Scope Definition and Inventory Analysis, as well as information from U.S. LCI Database, Thailand National LCI Database, and European Life Cycle Database (ELCD). Indonesian LCI database development roadmap consists of three phases, namely planning and preparation, data collection, and data execution. The activities of first phase begin with an initial meeting to explain the database project by gathering relevant parties to be invited to participate in this project. The next steps are the formation of advisory group, followed by work program preparation for the entire project. The second phase – data collection begins with the data category determination, consists of priority industrial clusters based on PP no. 28 Year 2008 regarding the National Industrial Policy, common transformation process, and end-of-life process. The next steps are the preparation of data collection, followed by data collection process based on the predetermined data category. After the data collection process completed, the data calculation process, consists of data validation, relating data to unit process, relating data to functional unit and aggregation data, as well as allocation of flows and releases can be done. The last phase – data execution consists of database dissemination through website, as well as database maintenance and update that need to be done periodically.
