Abstract

Era globalisasi menciptakan situasi saling terhubung dan saling tergantung. Globalisasi turut berkontribusi terhadap penyebaran HIV/AIDS sehingga menjadikan penyakit ini menjadi isu kesehatan global. Di sisi yang lain, globalisasi juga ikut menciptakan peluang kerjasama antara berbagai aktor dalam hubungan internasional secara mutual dan resiprokal. The Joint United Nations Programme on HIV and AIDS (UNAIDS) organisasi internasional terkemuka dalam penanggulan HIV/AIDS melakukan kerjasama dengan berbagai organisasi internasional lainnya dan negaranegara di dunia, termasuk Indonesia. Tesis ini menggambarkan dan menjelaskan bagaimana HIV/AIDS menjadi isu kesehatan global, membahas kerjasama internasional melalui organisasi internasional, khususnya peran UNAIDS dalam pencegahan dan penanganan HIV/ AIDS di era globalisasi di Indonesia, dan menggambarkan serta membahas program-program yang diakukan oleh UNAIDS di Indonesia. Dengan menggunakan metode deskriptif dan teori liberalisme sebagai kerangka berpikir, hasil penelitian menunjukkan bahwa UNAIDS Indonesia bekerjasama dengan pemerintah Indonesia dan berbagai lembaga internasional dan lokal lainnya melalui mekanisme kemitraan baik dalam perencanaan dan implementasi kegiatan maupun dalam pendanaan guna mengentaskan HIV/ AIDS, sebelum tahun 2030. / Globalization creates interconnection and interdependence that contribute to worldwide spread of HIV/AIDS, which has been a global health issue. On the other hand, globalization also provides the opportunities for the international actors to work together, mutually and reciprocally. The Joint United Nations Programme on HIV and AIDS (UNAIDS) is an important international organization that attempts to curb the HIV/AIDS cases around the world, including Indonesia. This thesis describes and explains how HIV/AIDS remains as a global health issue, explaining international cooperation facilitated by international organization, especially the role of UNAIDS in HIV/AIDS prevention and mitigation, and describing the programs that UNAIDS pursue in Indonesia with Indonesian government and civil society. Using descriptive method and liberal theoretical framework, this research found that UNAIDS Indonesia worked with Indonesian government, other international organizations, and civil society in partnership mechanism in term of planning, implementation and funding to implement their programs to tackle and to mitigate HIV/AIDS in Indonesia, so the country can achieve the Sustainable Development Goals for HIV/AIDS issues by 2030.
