Budget hotel or economy hotel with two or three stars are increasingly in demand smart travelers, whether they are classified as business travelers, those traveling in groups, families enjoy the holidays, or sports associations that hold the match, usually chose budget hotel for their accomodation needs. Some surveys show that hotel occupancy rates of two and three star hotel is the highest in the last few years. This attracted of investors to invest more in budget hotels and led to the rise of the construction of budget hotels in big cities in Indonesia, especially in Jakarta. The concept of budget hotel that emphasizes efficiency without compromising comfort. The makes timely operation of the hotel to be very important for investors. Delays in the completion of the project will result in significant losses. This study aims to determine what factors in project management is seen as a major cause of delay in the construction budget hotel projects in Jakarta, sto give inputs for the construction managers of similiar projects to avoid harmful delays. Based on literature and interviews with hotel operators, 40 potential variables that may cause delays are obtained and categorized into seven factors : instruction changes, materials, equipment, cost, human resources, conctruction methods, social and culture. Furthermore, through the method of distributing questionnaires to the constrauction management experts, 31 key variables are identified. These 31 variables classified into 7 factors are then used in the questionnaire distributed to respondents in charge for budget hotel construction projects in Jakarta. The results show that factors that affect construction delay the most are the construction method, human resources and instruction changes. Variables that influence construction delay of budget hotel projects in Jakarta are the lack of available labor, the inability of the contractor's project team in defining or implementing the construction method and design changes by owner. / Budget hotel atau hotel ekonomi berbintang dua atau tiga makin diminati oleh para pelancong cerdas (smart traveler), baik mereka yang tergolong business travelers, mereka yang bepergian berombongan, keluarga yang menikmati liburan, ataupun asosiasi olah raga yang menggelar pertandingan. Beberapa survei menunjukkan bahwa tingkat hunian hotel bintang dua dan tiga menduduki tempat tertinggi dalam beberapa tahun terakhir. Hal ini menarik minat para investor untuk berinvestasi pada budget hotel dan menyebabkan maraknya pembangunan budget hotel dewasa ini di kota-kota besar di Indonesia, khususnya di Jakarta. Sesuai konsep budget hotel yang mementingkan efisiensi tanpa mengurangi kenyamanan, maka pengoperasian hotel tepat waktu menjadi sangat penting bagi para investor. Keterlambatan penyelesaian proyek akan mengakibatkan kerugian yang cukup signifikan. Penelitian ini bertujuan untuk mengetahui faktor apa saja dalam manajemen proyek yang dipandang sebagai penyebab utama terjadinya keterlambatan pelaksanaan konstruksi proyek bangunan hotel budget di Jakarta, sehingga dapat menjadi masukan bagi pengelola proyek serupa untuk menghindari terjadinya keterlambatan yang merugikan. Berdasarkan studi pustaka dan wawancara terhadap para operator hotel, diperoleh 40 variabel potensial penyebab keterlambatan yang tergolong ke dalam 7 faktor yaitu instruksi perubahan, material, peralatan kerja, biaya, sumberdaya manusia, metode pelaksanaan, dan sosial budaya daerah. Selanjutnya melalui metode penyebaran kuesioner kepada para pakar, teridentifikasi 31 variabel utama penyebab keterlambatan proyek konstruksi budget hotel di Jakarta. 31 variabel dan 7 faktor tersebut dilakukan penelitan kepada responden. Hasil penelitian tersebut didapatkan faktor-faktor yang berpengaruh paling signifikan meliputi faktor metode pelaksanaan, sumber daya manusia dan instruksi perubahan. Variabel yang paling mempengaruhi keterlambatan proyek hotel budget di Jakarta adalah kekurangan ketersediaan tenaga kerja, ketidak mampuan tim proyek kontraktor dalam menentukan atau menerapkan metode pelaksanaan, dan perubahan desain oleh pemilik.
