Environmental conditions in South Jakarta and Central Jakarta have unique individual. In connection with this case of course the process of implementation of construction projects in particular in South Jakarta and Central Jakarta together will support the positive growth of Jakarta in the future. In the process of construction, supply of materials / construction material and equipment supply has an important role and contribute as much as 50-60% of the total cost of the planned construction. Certainly important for the contractor to be able to have a good procurement management see the magnitude of the portion of financing the procurement of construction materials in a construction project value. Procurement of materials in question covers the planning, purchasing, receiving, storage, material expenses and evaluation of the use of materials. Each process supports the achievement of the successful performance of the project cost of construction. For this reason this study will explain and resolve the results of a study of 4 (four) the research problem, namely: condition of the existing system of procurement of construction materials to the contracting companies "ACST" in South Jakarta and Central Jakarta, factors and variables are important management of procurement of construction materials, performance fees project management and analysis of the effect of procurement of construction materials in order to improve the performance of the project cost to the contractor "ACST" in South Jakarta and Central Jakarta. This study will examine the process of research instruments both qualitatively and quantitatively. Selected respondent is the recipient of duty for contractors in the South Jakarta and Central Jakarta, will make an important contribution to this research. Areas of research that will be examined in this study, namely: planning, evaluation system needs, material procurement system, admissions materials, materials inventory management system, control system allocation, evaluation of the use of materials. Through selected research methods, this study will make a recommendation in the form of a priority for decision makers in the project, so that the process of procurement of materials can be maximally improve the performance expected project costs. Through this research as well, specifically the assignees are contractors in South Jakarta and Central Jakarta will be systematically and strategically can prepare and execute materials management to improve project performance. Through the results of this study improvements to the contractor who carried out include the flow of the procurement process and methods for planning and material control. / Kondisi lingkungan di Jakarta Selatan dan Jakarta Pusat memiliki keunikan masing-masing. Sehubungan dengan hal ini tentunya proses penyelenggaraan proyek konstruksi secara khusus di Jakarta Selatan dan Jakarta Pusat bersamasama akan mendukung pertumbuhan positif DKI Jakarta di masa mendatang. Dalam proses konstruksi, penyediaan bahan/material dan penyediaan peralatan konstruksi memiliki peran penting dan memberikan kontribusi sebesar 50 – 60 % dari total biaya konstruksi yang direncanakan. Penting tentunya bagi pihak kontraktor pelaksana untuk dapat memiliki manajemen pengadaan yang baik melihat besarnya porsi pembiayaan pengadaan material konstruksi dalam sebuah nilai proyek konstruksi. Pengadaan bahan yang dimaksud mencangkup perencanaan, pembelian, penerimaan, penyimpanan, pengeluaran material dan evaluasi penggunaan material. Setiap proses mendukung pencapaian keberhasilan kinerja biaya proyek konstruksi. Untuk itulah penelitian ini akan menjelaskan dan menyelesaikan hasil kajian terhadap 4 (empat) permasalahan penelitian, yaitu: kondisi eksisting sistem pengadaan bahan konstruksi pada perusahaan kontraktor “ACST” di Jakarta Selatan dan Jakarta Pusat, faktor dan variabel penting manajemen pengadaan bahan konstruksi, kinerja biaya proyek dan analisis pengaruh manajemen pengadaan bahan konstruksi dalam upaya meningkatkan kinerja biaya proyek pada perusahaan kontraktor “ACST” di Jakarta Selatan dan Jakarta Pusat. Proses penelitian ini akan mengkaji instrumen penelitian baik secara kualitatif dan kuantitatif. Responden terpilih merupakan penerima tugas yaitu kontraktor di lingkungan Jakarta Selatan dan Jakarta Pusat, akan memberikan kontribusi penting terhadap hasil penelitian ini. Faktor penelitian yang akan dikaji dalam penelitian ini, yaitu: perencanaan, sistem evaluasi kebutuhan, sistem pengadaan bahan, sistem penerimaan bahan, sistem manajemen persediaan bahan, sistem pengendalian alokasi, evaluasi penggunaan bahan. Melalui metode penelitian terpilih, penelitian ini akan menghasilkan rekomendasi berupa prioritas bagi pengambil keputusan di proyek, agar proses pengadaan bahan dapat secara maksimal meningkatkan kinerja biaya proyek yang diharapkan. Melalui penelitian ini pula, secara khusus pihak penerima tugas yaitu kontraktor di wilayah Jakarta Selatan dan Jakarta Pusat akan secara sistematis dan strategis dapat mempersiapkan dan melaksanakan manajemen bahan dalam meningkatkan kinerja proyek. Melalui hasil penelitian ini perbaikan bagi kontraktor yang dilakukan antara lain flow proses pengadaan dan metode untuk perencanaan dan kontrol material.
