Abstract

This research is driven by a background to identify the risks and causes of maintenance risks Irrigation Construction D.I. Bena. This review will go through several stages of thought such as identification, analysis, response and monitoring of risk control, so that the project under study will get good irrigation management. Bena Irrigation Area is located in Timor Tengah Selatan Regency of East Nusa Tenggara Province. Bena Irrigation Area is one of the Irrigation Area which has a very complex problem in the management of irrigation networks. The cause of the problem is caused by the less optimal water utilization and the irrigation channel is not working properly. The main issues that are the focus of this research are the risk factors in the maintenance phase of irrigation network construction project in Bena Irrigation Area, the cause of the risk of maintenance process of the Bena Irrigation Network construction project in South East Central District, and how to improve the improvement of the cause of the risk of irrigation construction maintenance Bena South East Middle East. So through this research Irrigation network that serves to support the productivity of farming can increase agricultural production in the framework of national food security and community welfare, especially farmers. Data analysis was processed using SPSS application to get model having R2 equal to 0,833, where the dominant variable was on X19, X28, X30 and X32. X19 is the formulation of irrigation water supply annual plan is not done routinely. X28 is indiscipline in maintaining the high operating pattern of door openings in the tertiary ducts during the dry season, X30 is the bad behavior of the community that breaches the embankment, dams the canal, cultivates the embankment, and the channel drain, and X32 is the taking of any river material at the location of ± 500 m in hick and ± 1,000 m downstream of Bendamnutu by society. Of the four variables are three of them are the risks that occur in the community empowerment management factors that are X28, X30 and X32 while one of them occurs on the technical aspect factor is X19. Then the dominant risks are used to find the cause so it can be known how to improve the improvement (risk treatment) to the cause of these risks. This research can give applicative input in carrying out the operation and maintenance activities of irrigation network in Bena Irrigation Area to improve the quality of irrigation network management and to increase the insight and as the study material in developing the irrigation network management pattern. / Penelitian ini didorong oleh latar belakang untuk mengidentifikasi risiko dan penyebab risiko pemeliharaan Konstruksi Irigasi D.I. Bena. Kajian ini akan melalui beberapa tahapan pemikiran antara lain identifikasi, analisis, respon dan monitoring pengendalian risiko, sehingga proyek yang dikaji akan mendapatkan pengelolaan irigasi yang baik. Daerah Irigasi Bena terletak di Kabupaten Timor Tengah Selatan Provinsi Nusa Tenggara Timur. Daerah Irigasi Bena merupakan salah satu Daerah Irigasi yang mempunyai permasalahan yang sangat kompleks dalam pengelolaan jaringan irigasi. Penyebab permasalahan diakibatkan pemanfaatan air yang kurang optimal dan saluran irigasi tidak berfungsi sebagaimana mestinya. Pokok permasalahan yang menjadi fokus pembahasan penelitian ini yaitu faktor-faktor risiko dalam tahap pemeliharaan pada proyek konstruksi jaringan Irigasi di Daerah Irigasi Bena, penyebab risiko proses pemeliharaan proyek konstruksi jaringan Irigasi Bena Kabupaten Timur Tengah Selatan, dan cara meningkatkan perbaikan terhadap penyebab risiko pemeliharaan konstruksi Irigasi Bena Kabupaten Timur Tengah Selatan. Sehingga melalui penelitian ini jaringan Irigasi yang berfungsi untuk mendukung produktivitas usaha tani dapat meningkatkan produksi pertanian dalam rangka ketahanan pangan nasional dan kesejahteraan masyarakat, khususnya petani. Analisis data diolah menggunakan aplikasi SPSS untuk mendapatkan model yang memiliki R2 sebesar 0,833, dimana variabel yang dominan yaitu pada X19, X28, X30 dan X32. X19 adalah perumusan rencana tahunan penyediaan air irigasi tidak dilakukan secara rutin. X28 adalah ketidakdisiplinan dalam menjaga pola operasi tinggi bukaan pintu pada saluran tersier pada musim kemarau, X30 adalah perilaku buruk masyarakat yang membobol tanggul, membendung saluran, menanami tanggul, dan talud saluran, dan X32 adalah adanya pengambilan material sungai apapun pada lokasi ± 500 m di udik dan ±1.000 m di hilir Bendung Linamnutu oleh masyarakat. Dari keempat variabel tersebut tiga diantaranya adalah risiko yang terjadi pada faktor manajemen pemberdayaan masyarakat yaitu X28, X30 dan X32 sedangkan satu diantaranya terjadi pada faktor aspek teknis yaitu X19. Kemudian risiko-risiko dominan tersebut digunakan untuk mencari penyebabnya sehingga dapat diketahui cara untuk meningkatkan perbaikan (risk treatment) terhadap penyebab risiko-risiko tersebut. Penelitian ini dapat memberikan masukan yang aplikatif dalam melaksanakan kegiatan operasi dan pemeliharaan jaringan irigasi pada Daerah Irigasi Bena untuk meningkatkan kualitas pengelolaan jaringan irigasi serta menambah wawasan dan sebagai bahan kajian dalam mengembangkan pola pengelolaan jaringan irigasi.
