Abstract
Fenomena Brexit adalah keluarnya Inggris dari keanggotaannya di Uni Eropa. Terkait Brexit, imigran menjadi salah satu faktor utama yang menyebabkan keluarnya Inggris dari Uni Eropa. Keberadaan imigran dianggap menjadi biang permasalahan dari sektor ekonomi dan keamanan. Penelitian ini bertujuan untuk melihat dinamika Brexit dan perubahan kebijakan Inggris terkait imigran dalam pemenuhan kepentingan nasional. Penelitian ini menggunakan teori Realisme Neo-Klasik yang didampingi dengan konsep Kepentingan Nasional, Pengambilan Kebijakan, dan Proteksionisme. Penelitian menggunakan pendekatan kualitatif dan metode deskriptif. Hasil penelitian menunjukkan bahwa imigran menjadi pertimbangan utama Inggris dalam merumuskan kebijakannya. Lonjakan jumlah pengungsi dari Timur Tengah yang masuk ke Inggris membawa konsekuensi ekonomi dan keamanan. Dalam proses Brexit, aktor politik nasional - Partai Konservatif, Partai Buruh, dan Perdana Menteri beserta rakyat - juga merupakan faktor penting dalam pembuatan keputusan. Kebijakan Single Market dan Free Movement (Open Border Policy) yang dimiliki oleh Uni Eropa dinilai memberatkan Inggris dalam sektor ekonomi dan keamanan. Perubahan yang terjadi pasca Brexit tercermin pada Four Freedoms. Barang, jasa, tenaga kerja serta modal yang berasal dari luar Uni Eropa tidak akan mudah masuk ke Inggris. Tentunya terdapat konsekuensi yang harus dihadapi dalam sektor ekonomi dan keamanan dalam perubahan kebijakan Four Freedoms, namun dalam jangka panjang hal tersebut dipercaya akan memenuhi kepentingan nasional Inggris. / Brexit Phenomena is the result of Britain leaving European Union. Upon Brexit, immigrants have become one of the main factors on why Britain chose to leave European Union. The existence of immigrants is corelated on how it has become one of the main issues for Britain’s economy and security. This research is aimed to examine the dynamics of Brexit and to analyze the changes in Britain’s policy regarding immigrants in achieving its national interest. This research uses Neoclassical Realism theory and is associated with National Interest, Policy Making, and Protectionism as main concepts. This research is a qualitative one, using descriptive method. The results show that immigrants have become the main consideration on how Britain reformulate its policies. The surge number of refugees from the Middle East entering has affected Britain’s economy and security. In the Brexit process, national political actors – Conservative Party, the Labor Party, the Prime Minister, and the people – are also important factors in decision making. The Open Border Policy from the European Union is considered burdensome for Britain specifically in the economic and security sector. The changes that occurred after Brexit were reflected in the Four Freedoms. Goods, services, labor, and capital originated from outside the European Union will not be granted easily to enter Britain. Nevertheless, there will be consequences that must be faced in the economic and security factor on changing the Four Freedoms Policy, which is believed in the long run that this will serves Britain national interest.
