Abstract

Untuk meningkatkan daya saing di sektor Jasa Konstruksi Nasional, Pemerintah membuat beberapa alternatif kontrak konstruksi, salah satunya adalah pekerjaan yang berbasis design and build. Pembangunan proyek xyz dilaksanakan dengan kontrak design and build, yang memiliki tingkat kompleksitas dan berpotensi memiliki resiko tinggi, sehingga diperlukan analisa mengenai variabel yang berpengaruh terhadap keberhasilan pelaksanaan proyek tersebut. Permasalahan penelitian yang dikembangkan berdasarkan tujuan penelitian yaitu; 1). apa karakter kontrak design and build, sesuai dengan peraturan yang berlaku di Indonesia; 2). apa saja faktor dan variabel potensi risiko kontrak design and build pada proyek simpang susun xyz; 3). bagaimana hasil kajian analisis risiko dalam mengimplementasikan kontrak design and build pada proyek simpang susun xyz, terhadap kinerja waktu; 4). bagaimana rekomendasi perbaikan terhadap hasil penelitian. Pendekatan metodologi penelitan yang digunakan dengan mengkaji studi pustaka dan hasil penelitian lainnya yang relevan, survey dan analisis responden melalui kuesioner, kemudian diolah dengan analisis statistik kemudian dilakukan pengujian. Kajian ini menghasilkan 1 (satu) model regresi yang dibentuk oleh 5 (lima) variabel yang berkontribusi terhadap kinerja waktu, yaitu : 1) koordinasi yang kurang baik antara tim yang terlibat; 2) terbatasnya jumlah perusahaan yang mempunyai pengalaman pekerjaan design and build; 3) akibat adanya keterlambatan dan kelalaian dari sub kontraktor / supplier sehingga mengakibatkan keterlambatan progress pekerjaan; 4) pemahaman tim ahli perencanaan dalam memperkirakan biaya pekerjaan design and build; 5) pengalaman manajer proyek untuk mengatur tenaga ahli sesuai pekerjaannya. Kesimpulan yang didapat akan memberi rekomendasi, masukan dan pertimbangan untuk pelaksaan proyek dengan kontrak design and build lainnya./ To increase competitiveness in the National Construction Services sector, the Government has made several alternative construction contracts, one of which is design and build-based work. The xyz project development is carried out with a design and build contract, which has a level of complexity and has the potential to have a high risk, so an analysis of the variables that affect the successful implementation of the project is required. Research problems developed based on research objectives, namely; 1). what is the character of the design and build contract, in accordance with the applicable regulations in Indonesia; 2). what are the factors and variables of potential risk of design and build contracts in the xyz interchange project; 3). how are the results of risk analysis studies in implementing design and build contracts on the xyz interchange project, on time performance; 4). how are the recommendations for improvement on research results. The research methodology approach used by reviewing literature studies and other relevant research results, survey and respondent analysis through questionnaires, then processed with statistical analysis and then tested. This study produces 1 (one) regression model formed by 5 (five) variables that contribute to time performance, namely: 1) poor coordination between the teams involved; 2) limited number of companies that have experience in design and build work; 3) due to delays and negligence from sub contractors / suppliers, resulting in delays in work progress; 4) understanding the planning expert team in estimating the cost of design and build work; 5) project manager experience to organize experts according to their work. The conclusions obtained will provide recommendations, input and considerations for project implementation with other design and build contracts.
