Dalam pelaksanaan konstruksi, perencanaan dan pengendalian merupakan fungsi yang paling pokok didalam mewujudkan keberhasilan proyek. Monitoring waktu dan biaya proyek konstruksi sangat penting dilakukan untuk mengetahui kinerja proyek yang telah dicapai yang mana dapat digunakan untuk melakukan pengendalian proyek. Konsep Earned Value Management adalah salah satu cara untuk mengetahui perkembangan proyek dalam membentuk tiga indikator utama, yaitu Planned Value (PV), Earned Value (EV) dan Actual Cost (AC). Konsep Earned Value Management adalah metode pengelolaan proyek konstruksi yang mengintegrasikan biaya dan waktu. Prosedur penelitian dimulai dengan melakukan pengumpulan data - data yang ada, melakukan wawancara dengan pihak kontraktor dan merangkum dari data-data yang ada. Tujuan dari penelitian ini adalah untuk menghitung perkiraan biaya (Cost) dan waktu (Time) yang diperoleh serta menghitung perkiraan besarnya biaya dan waktu yang diperlukan untuk penyelesaian pengerjaan proyek. Dari hasil perhitungan berdasarkan analisis metode Earned Value Management pada proyek Gedung Pusat Penelitian Oseanografi LIPI, nilai cost performance index (CPI) dari bulan keempat sampai bulan ke 12 menunjukkan nilai yang stagnan atau lebih dari satu, hasil ini menunjukkan pekerjaan terlaksana dengan biaya yang digunakan kurang dari anggaran atau lebih kecil daripada biaya yang sebelumnya telah direncanakan yang disebut dengan Cost Underrun. Sedangkan untuk nilai Schedule Performance Index (SPI) menunjukkan nilai yang naik turun, hasil ini menunjukkan bahwa proyek mengalami beberapa kendala selama pelaksanaan. Diperkirakan waktu penyelesaian proyek ini 500 hari, berarti cenderung mengalami penambahan waktu selama 50 hari./In the implementation of construction, planning and control are the most important functions in realizing the success of the project. The research procedure begins by collecting existing data, conducting interviews with the contractor and summarizing the existing data. The purpose of this research is to calculate the estimated cost and time obtained and calculate the estimated cost and time required for the completion of the project. From the results of calculations based on the analysis of the Earned Value Management method on the LIPI Oceanographic Research Center Building project, the value of the cost performance index (CPI) from the fourth month to the 12th month shows a stagnant value or more than one, these results show that the work is carried out at less cost. From the budget or less than the previously planned costs which is called the Cost Underrun. Meanwhile, the Schedule Performance Index (SPI) value shows a fluctuating value, this result indicates that the project experienced several problems during implementation. It is estimated that the completion time of this project is 500 days, meaning that it tends to experience additional time for 50 days.
