Abstract

Perancis merupakan salah satu negara dengan militer terkuat di dunia. Perang melawan terorisme terus menjadi prioritas kebijakan luar negeri Perancis di bawah pemerintahan Emmanuel Macron. Hingga sekarang, pasukan militer Perancis masih beroperasi di wilayah Sahel-Sahara dan Timur Tengah untuk menekan kelompok teroris dan melindungi keamanan nasional Perancis. Penelitian ini membahas mengenai dampak pemikiran Macron terhadap rumusan kebijakan luar negeri Perancis terkait terorisme. Teori dan konsep yang digunakan terdiri dari Konstruktivisme, ide, dan analisis kebijakan luar negeri. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian naratif dan deskriptif. Hasil penelitian menunjukkan bahwa ada keselarasan antara pidato-pidato yang disampaikan oleh Macron di berbagai kesempatan dengan kebijakan luar negeri Perancis terkait terorisme yang tercantum di Strategic Review dan laman resmi pemerintah Perancis. Beberapa bentuk pemikiran Macron yang dituangkan ke dalam rumusan kebijakan tersebut adalah prinsip-printip utama yang menjadi arah dan cita-cita Perancis, seperti strategic autonomy, European sovereignty, dan pendekatan kontraterorisme yang komprehensif. Dengan demikian, dapat disimpulkan bahwa pemikiran Macron berdampak signifikan terhadap kebijakan luar negeri Perancis dalam memerangi terorisme global. / France is one of the countries with the strongest military in the world. The fight against terrorism continues to be a French foreign policy priority under Emmanuel Macron's government. Until now, French military forces are still operating in the Sahel-Sahara region and the Middle East to fight against terrorist groups and protect French national security. This study discusses the impact of Macron's thoughts on the formulation of French foreign policy related to terrorism. The theories and concepts used consist of Constructivism, ideas, and foreign policy analysis. This study uses a qualitative approach with narrative and descriptive research methods. The results of the study show that there are similarities between the speeches delivered by Macron on various occasions with France's foreign policy related to terrorism listed in the Strategic Review and the official website of the French government. Several forms of Macron's thoughts that were poured into the policy formulation were the main principles that became the direction and ideals of France, such as strategic autonomy, European sovereignty, and a comprehensive counterterrorism approach. Thus, it can be concluded that Macron's thoughts have a significant impact on French foreign policy in combating global terrorism.
