Abstract

Konflik di Thailand Selatan yang telah terjadi puluhan tahun sampai sekarang belum juga mengindikasikan akan adanya perdamaian dalam waktu dekat. Konflik yang dipicu oleh perjanjian Anglo-Siam pada tahun 1909 antara pemerintah kolonial Inggris dan kerajaan Siam yang membuat hilangnya kedaulatan masyarakat Patani akan wilayahnya. Kondisi ini diperburuk dengan diberlakukannya kebijakan sentralisasi budaya oleh pemerintah Thailand pada tahun 1934. Penghapusan pengadilan tradisional, penggunaan bahasa Thai wajib di institusi pendidikan dan kurikulum pendidikan, serta gerakan buddhaisasi membuat masyarakat muslim Melayu merasa terdiskriminasi sampai sekarang. Dari saat itu sampai sekarang terus terjadi aksi protes dan tindakan separatisme. Pada tahun 2004 terjadi 3 peristiwa besar yang terjadi. Aksi separatise dan pelanggaran HAM yang terjadi membuat konflik ini menyita perhatian internasional. Indonesia menjadi salah satu negara yang menaruh perhatian pada konflik ini. Tujuan dari penelitian ini adalah mengetahui bagaimana diplomasi multirek Indonesia berperan dalam penanganan konflik di Thailand Selatan. Penulis menggunakan perspektif liberal peace. Metode yang digunakan penulis adalah kualitatif dan data yang diperoleh merupakan data primer, seperti publikasi pemerintah dan data sekunder seperti karya-karya ilmiah yang sudah ada sebelumnya. Dari hasil penelitian yang didapatkan penulis, peran Indonesia baru mampu berpartisipasi dalam mentransformasi konflik. Indonesia tidak mempunyai wewenang dalam pembuatan kebijakan untuk menyelesaikan konflik di Thailand Selatan. Pemerintah Thailand pun belum berniat untuk menyelesaikan konflik, ini yang membuat konflik masih berlangsung sampai sekarang. / The conflict in Southern Thailand that has been going on for years until now has not created peace in the near future. The conflict was sparked by the Anglo-Siamese treaty in 1909 between the British colonial government and the kingdom of Siam it makes the Patani people self-respect for their territory. This condition was exacerbated by the implementation of the policy of cultural centralization by the Thai government in 1934. The abolition of traditional courts, the use of mandatory Thai language in government institutions and educational curricula, and the buddhaization movement made the Malay Muslim community feel discriminated against until now. In 2004 there were 3 major events that occurred. The separatist actions and human rights violations that have occurred have created conflict of international attention. Indonesia is one of the countries that are concerned about this conflict. The purpose of this study is to find out how Indonesia's multi-track diplomacy plays a role in handling conflict in Southern Thailand. The author uses a liberal peace perspective. The method used by the author is qualitative and the data are primary data, such as government publications and secondary data such as scientific papers that already exist. From the research results obtained by the author, Indonesia's role has not been maximized because Indonesia's multitrack diplomacy is only able to transform conflicts, not resolve conflicts. The Thai government has no intention of resolving the conflict, this is what makes the conflict still ongoing.
