Abstract
Asia Tenggara dalam beberapa dekade terakhir telah melalui banyak episode kebakaran hutan dan lahan, juga polusi kabut asap. Indonesia merupakan salah satu sumber utama pencemaran kabut asap di kawasan ini. Dampak dari polusi asap tidak hanya mengganggu wilayah Indonesia saja, tetapi juga telah merugikan negara-negara di kawasan Asia Tenggara. Sebagai tindak lanjut dari ASEAN Agreement on Transboundary Pollution, ASEAN menyusun sebuah workplan, yaitu The Roadmap on ASEAN Cooperation towards Transboundary Haze Pollutions dengan tujuan menjadikan ASEAN bebas dari asap pada tahun 2020. Penelitian ini bertujuan untuk mendapatkan gambaran atas proses implementasi yang Indonesia laksanakan dan mengetahui kendala yang dialami Indonesia dalam mengupayakan keberhasilan ASEAN Haze Free by 2020. Perspektif Neoliberal Institusionalisme Menjadi landasan teori dari penelitian ini mengingat permasalahan kabut asap merupakan ancaman non tradisional yang bisa mengganggu stabilitas kawasan. Sebagai institusi regional di Asia Tenggara, ASEAN memiliki tanggung jawab untuk mewujudkan keamanan kawasan, namun membutuhkan kerja sama dengan negara anggotanya dalam pengimplementasiannya. Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif untuk melihat fenomena polusi kabut asap, terutama untuk melihat upaya Indonesia dalam mencegah dan meminimalkan dampak dari polusi. Berdasarkan indikator dan strategi utama dari roadmap, penelitian ini menemukan Indonesia setidaknya pada akhir periode telah melakukan berbagai upaya dan berhasil memenuhi indikator kesuksesan dari roadmap. Terdapat beberapa faktor yang yang membuat pengimplenmentasian roadmap ini mengalami kendala seperti faktor struktural, teknis lapangan, alam dan finansial./
Southeast Asia in recent decades has gone through numerous episodes of forest and land fires, as well as haze pollution. Indonesia is one of the main sources of haze pollution in the region. The impact of smog pollution has not only disrupted Indonesia but has also harmed countries in southeast Asia. As a follow-up to the ASEAN Agreement on Transboundary Pollution, ASEAN drafted a work plan, the Roadmap on ASEAN Cooperation towards Transboundary Haze Pollutions with the aim of making ASEAN smoke-free by 2020. This research aims to get an overview of the implementation process that Indonesia carries out and know the obstacles experienced by Indonesia in striving for the success of ASEAN Haze Free by 2020. Neoliberal Institutionalism perspective became the theoretical basis of this research considering that the haze problem is a nontraditional threat that can disrupt the stability of the region. As a regional institution in Southeast Asia, ASEAN has a responsibility to realize regional security, but requires cooperation with its member states in implementing it. The study used qualitative approaches and descriptive methods to look at haze phenomena, especially to look at Indonesia's efforts in preventing and minimizing the impact of haze. Based on the main indicators and strategies of the roadmap, this study found Indonesia at least at the end of the period has made various efforts and successfully fulfilled the indicators of success of the roadmap. There are several factors that make the implementation of this roadmap experience obstacles such as structural, technical field, natural and financial factors
