Abstract

Sektor ekonomi merupakan sektor yang sangat penting bagi Hubungan Internasional dan merupakan pondasi terpenting dunia. Indonesia dan Australia bekerja sama untuk membentuk kerja sama ekonomi yang komprehensif dalam konteks Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA) agar dapat berkontribusi bagi perdagangan kedua negara, terutama bagi perdagangan luar negri Indonesia. IA-CEPA sendiri memiliki perbedaan dengan Free Trade Agreement (FTA). IA-CEPA tidak hanya bertujuan untuk mengurangi hambatan perdagangan saja, tetapi perjanjian ini mencakup area kerja sama yang jauh lebih luas, seperti investasi, bantuan ekonomi, kerja sama teknologi dan sebagainya sehingga bersifat komprehensif. Kemunculan Covid-19 yang menjadi pandemi global sangat mempengaruhi perekonomian seluruh negara di dunia, termasuk perjanjian bilateral ekonomi IA-CEPA. Penelitian ini dilakuakan dengan tujuan untuk mengnalisa dampak yang diberikan oleh pandemi Covid-19 terhadap implementasi kerja sama Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA). Penelitian ini menggunakan teori liberalism, konsep interdependensi, konsep kerja sama bilateral, serta konsep diplomacy multi-track untuk mengkaji hubungan keterkaitan antara Indonesia dan Australia. Penelitian ini menggunakan metode penelitian kualitatif dengan analisis deskriptif. Penelitian ini menggunakan data sekunder yang berasal dari sumber resmi pemerintah ataupun data dari jurnal, serta kepustakaan buku. Dari hasil penelitian ini, dapat dikaji bahwa Covid-19 telah menyebabkan proses ratifikasi IA-CEPA mengalami keterlambatan serta menjadikan kedua negara memiliki titik fokus untuk melakukan penetapan kuota tarif produk ekspor selama Covid-19. Dengan demikian, IA-CEPA diharapkan menjadi titik balik untuk kerja sama yang terjalin antara Indonesia dan Australia./The economic sector is a very important sector for international relations and is the most important foundation of the world. Indonesia and Australia work together to establish comprehensive economic cooperation in the context of the Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA) in order to contribute to the trade of the two countries, especially to Indonesia's foreign trade. CEPAitself has differences with the Free Trade Agreement (FTA). IA-CEPA not only aims to reduce trade barriers, but this agreement covers a much wider area of cooperation, such as investment, economic assistance, technology cooperation and so on so that it is comprehensive. The emergence of Covid-19 which became a global pandemic greatly affected the economies of all countries in the world, including the IA-CEPA bilateral economic agreement. This research was conducted with the aim to analyze the impact provided by the Covid-19 pandemic on the implementation of the Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA). This research uses the theory of liberalism, the concept of interdependence, the concept of bilateral cooperation, and the concept of multi-track diplomacy to examine the relationship between Indonesia and Australia. This research uses qualitative research methods with descriptive analysis. This study uses secondary data derived from official government sources or data from journals, as well as book literature. From the results of this study, it can be studied that Covid-19 has caused the IA-CEPA ratification process to be delayed and makes both countries have a focal point to set export product tariff quotas during Covid-19. Thus, IA-CEPA is expected to be a turning point for cooperation between Indonesia and Australia.
