Abstract

Relations between China and the United States have always been tethering between instability and tension since the establishment of the People’s Republic of China and the Chinese Communist Party (CCP). The cause of this unstable relationship may on the surface seem purely materialistic, but this research aims to discover the underlying causes that motivate Xi Jinping as the incumbent leader of China to cause instability with the US once again—especially from his Confucian belief system, a philosophy that is embedded in Chinese society and is inevitably a great impact to their way of life and decision making. This paper will explore how Confucianism has managed to remain pivotal when studying China and how it is being reflected by Xi Jinping unto his foreign policies through an examination of his speeches and slogans that are also endorsed by the CCP. The theory of Constructivism will be used, wherein the norms, beliefs and culture that has constructed China and its civilization will be taken into consideration, and how it has motivated Xi Jinping’s prioritising of interests and foreign conduct will be elaborated. The theory of Clash of Civilisations also provides an explanation that these cultural and civilizational factors are affecting their present relationship. The research has proven that Confucianism does drive the wills and perception of China and its leaders. Values and norms that they perceive very differently against the US western thought are democracy, authority and hierarchy. To the US, Xi Jinping’s revival of the sage is merely a narrative to consolidate party legitimacy, to Xi Jinping, the sage’s revival was long overdue and is a representation of China’s “excellent culture”. Both are equally stubborn in their preconceived perceptions of the other and has caused long-running bilateral crises ongoing today, but certain Confucian values, if further studied will prove to have points of conciliation with the Western ones and can open up a dialogue for better understanding and relations between the two great powers./ Hubungan antara Tiongkok dan Amerika Serikat selalu terbelenggu antara ketidakstabilan dan ketengangan sejak berdirinya Republik Rakyat Tiongkok dan Partai Komunis Tiongkok. Penyebabnya di permukaan tampak materialistis, tetapi penelitian ini bertujuan untuk menemukan penyabab mendasar yang membuat Xi Jinping sebagai pemimpin Tiongkok yang sedang berkuasa untuk menyebabkan ketidakstabilan dengan Amerika Serikat sekali lagi—terutama melalui sistem kepercayaan Konfusinismenya, sebuah filosofi yang tertanam dalam masyarakat Tiongkok dan berdampak besar pada cara hidup dan pengambilan keputusan mereka. Makalah ini akan mengeksplorasi bagaimana Konfusianisme berhasil tetap penting ketika mempelajari Tiongkok dan bagaimana hal itu tercermin oleh Xi Jinping dalam kebijakan luar negerinya melalui pemeriksaan pidato dan slogannya yang juga didukung oleh Partai Komunis Tiongkok. Teori konstruktivisme akan digunakan, di mana norma, kepercayaan, dan budaya yang telah membangun Tiongkok dan peradabannya akan dipertimbangkan, dan bagaimana hal itu telah memotivasi prioritas Xi Jinping terhadap kepentingan nasional dan kebijakan luar negerinya akan diuraikan. Teori Clash of Civilisations juga memberikan penjelasan bahwa factor budaya dan peradaban ini mempengaruhi hubungan mereka saat ini. Penelitian telah membuktikan bahwa Konfusianisme memang mendorong keinginan dan persepsi masyarakat Tiongkok dan para pemimpinnya. Nilai-nilai dan norma yang mereka pandang sangat berbeda dengan pemikiran barat Amerika Serikat adalah demokrasi, otoritas dan hierarki. Bagi Amerika Serikat, kebangkitan filosofi Konfusianisme Xi jinping hanyalah sebuah narasi untuk mengkonsolidasi legitimasi partai, bagi Xi Jinping, kebangkitan Konfuanisme sudah lama tertunda dan merupakan representasi dari “budaya luar biasa” Tiongkok. Keduuanya sama-sama keras kepala dalam persepsi mereka yang telah terbentuk akan yang lain dan telah menyebakan krisis bilateral yang berlangsung, tetapi nilai-nilai Konfusianisme tertentu, jika dipelajari lebih lanjut akan terbukti memiliki poin konsiliasi dengan nilai-nilai Barat dan dapat membuka dialog untuk pemahaman yang lebih baik antara dua kekuatan besar dunia ini.
