Abstract
Isu Papua seringkali menjadi persoalan sosial kompleks yang melibatkan aspek multidimensi. Kebijakan publik yang degeneratif terlahir dari adanya degeneratif politik. Akibatnya kebijakan ini memicu suatu gerakan dimana gerakan sosial didasari oleh kesamaan ideologi, budaya, serta sumber daya yang terorganisir oleh aktor non-negara terhadap aktor Negara. Tujuannya tidak lain untuk mengambil sumber daya dan memisahkan setengah barat pulau Papua dari negara kesatuan Republik Indonesia sehingga gerakan ini menimbulkan pemberontakan atau insurjensi.
Studi ini menggunakan pendekatan ilmiah secara kualitatif dengan metode historis deskriptif. Pengumpulan data diperoleh dari studi komparatif dan hasil kajian literatur. Data sekunder diperoleh darisumber yang kredibel dalam jurnal ilmiah, buku, media cetak, dan media elektronik yang memiliki keterikatan dengan penelitian ini.
Temuan penelitian menunjukkan bahwa isu Papua ini merupakan suatu isu sosial yang sangat kompleks di aspek multidemensi yang terlibat didalamnya. Insurjensi yang terjadi di Papua dari tahun (1963-2021) sejak masa pemerintahan Presiden Soekarno hingga Presiden Joko Widodo (Jokowi) memiliki pola perjuangan gerakam operasi yang sama dimana masyarakat Papua melakukan 5 gerakan lini operasi yaitu: Perjuangan di akar rumput, Gerakan sayap bersenjata, Fron-front persatuan, Perjuangan politik, dan Sayap internasional. Selain itu, muncul narasi yang berkembang di level domestik hingga internasional sehingga menjadikan isu di Papua mendapatkan perhatian dunia internasional. Upaya strategis yang dilakukan oleh Presiden Jokowi dalam meredam konflik di Papua dapat dikatakan cukup berhasil. Hal ini terlihat pada kemampuan Presiden Jokowi dalam memberikan harapan dan membangun kepercayaan dari masyarakat Papua. / The issue of Papua is frequently a complex social problem involving multidimensional aspects. This degenerative public policy arises from the existence of degenerative politics. As a result, this policy triggers a movement in which social movements organized by non-state actors against state actors are based on ideological, cultural, and resource similarities. The intention is to seize resources and separate the western half of the island of Papua from the Unitary State of the Republic of Indonesia, causing rebellion or insurgency.
This research employs a qualitative scientific approach with a descriptive historical method. Comparative studies and the results of the literature review were used to collect the necessary data. Secondary data for this study was obtained from credible sources such as scientific journals, books, print media, and electronic media.
The results of this study reveal that the Papua issue is a multifaceted social issue. The insurgency that occurred in Papua from the years (1963-2021) from the reign of President Soekarno to President Joko Widodo (Jokowi) had the same pattern of struggle for operational movements where the Papuan tribes carrying out five line operations: grassroots struggle, armed wing movement, United Fronts, Political Struggle, and International Wing. Furthermore, a narrative has arisen at both the domestic and international levels, drawing international attention to the Papua issue. President Jokowi's deliberate attempts to reduce the conflict in Papua have been fairly successful. This can be seen in President Jokowi's capacity to inspire hope and trust among the people of Papua.
