Abstract

Health is one of the basic human needs, the Government in accordance to Constitution 1945 is mandated of the responsible to carrying out health development while the community is obliged to support government health development programs. The hospital is one of the health services providers which is influenced by the development of health science, technology, and society socioeconomic must be able to improve the service to be more qualified and affordable by the society. Safety and Health of Hospital (K3RS) is one of the many requirements that must be fulfilled by hospitals to guarantee the safety, helath dan security of hospital human resources, pateient, patient accompany, visitor, community and environment in hospital. Stipulation of K3RS implementation is regulated by various government institutions and other institutions. The number involved parties require good coordination, harmonization and cooperation so that K3RS regulated in sufficient number, complete, clear, consistent and not overlapping. Implementation of K3RS requires awareness, commitment and knowledge of the whole hospital management and manpower, K3RS is investment in health business competition not a cost. Likewise, the Government needs to improve its capacity in supervision and law enforcement, cooperation with other institution and improve the role of Hospital Accreditation Committee (KARS) and Association of Indonesian Hospitals (PERSI). / Kesehatan merupakan salah satu kebutuhan pokok manusia, Negara sesuai dengan amanat UUD 1945 bertanggung jawab untuk melaksanakan pembangunan kesehatan dan masyarakat berkewajiban untuk mendukung program pembangunan kesehatan pemerintah. Rumah sakit salah satu penyelenggaraan usaha pelayanan kesehatan yang dipengaruhi oleh perkembangan ilmu pengetahuan kesehatan, kemajuan teknologi, dan kehidupan sosial ekonomi masyarakat sehingga harus tetap mampu meningkatkan pelayanan yang lebih bermutu dan terjangkau oleh masyarakat. Keselamatan dan Kesehatan Kerja Rumah Sakit (K3RS) merupakan salah satu syarat yang harus dipenuhi oleh rumah sakit untuk menjamin keselamatan, kesehatan dan keamanan bagi SDM rumah sakit, pasien, pendamping pasien, pengunjung, masyarakat dan lingkungan di rumah sakit. Syarat pelaksanaan K3RS yang multi disiplin diatur oleh berbagai institusi pemeritah dan lembaga lain. Banyaknya pihak yang terlibat membutuhkan koordinasi, harmonisasi dan kerjasama yang baik supaya pengaturan K3RS dibuat dengan jumlah yang memadai, lengkap, jelas, konsisten dan tidak timpang tindih. Pelaksanaan K3RS membutuhkan kesadaran, komitmen dan pengetahuan dari rumah sakit secara menyeluruh baik manajemen maupun tenaga kerja, K3RS merupakan investasi rumah sakit bukan beban. Demikian pula Pemerintah perlu untuk meningkatkan kemampuan dalam pengawasan dan penegakan hukum, kerjasama dengan instansi lainnya serta meningkatkan peran Komite Akreditasi Rumah Sakit (KARS) dan Perhimpunan Rumah Sakit Seluruh Indonesia (PERSI).
