Abstract

Japan and Indonesia’s bilateral relationship have developed since long time before the agreement has established. Japan has always been Indonesia’s major trade partner, and Indonesia has always been Japan major natural resources supplier country. This background is the one which become the based for Japan to propose the idea of FTA/EPA agreement to Indonesia, which called by The Indonesia – Japan Economic Partnership Agreement (IJEPA). The agreement was proposed in President Megawati era but established in President Susilo Bambang Yudhoyono’s era. The agreement went through several discussions and meeting before it finally established in Indonesia. The research method that been used is qualitative methodology, this method will be used collect opinion and information from all gathered resources. The usage of qualitative method in this research is to deliberate on what is the economic and political motive of Japan towards Indonesia behind the establishment of IJEPA in Indonesia, moreover to see whether Indonesia’s motive towards Japan regarding the EPA is align with Japan’s motive towards Indonesia. Furthermore, the method is used to elaborate and analyzed how is the Rising of China and the emerge of the new Four Asian Tiger triggered the establishment of IJEPA in Indonesia. This research shows that Indonesia is an important country for Japan to supply natural resources and human resources to for Japan industry, furthermore, Indonesia also an important country for Japan to keep their dominance in the Southeast Asia region and to minimize and managing the effect of the Rising od China and the emerging of the New Four Asian Tiger. As for Indonesia, Japan also an important trade partner country, and an important country to keep Indonesia as the middle power country in the Southeast Asian region./ Hubungan Bilateral Indonesia dan Jepang sudah lama terbentuk sebelum terbentuk nya perjanjian kerjasama ini. Jepang sudah menjadi mitra dagang yang utama bagi Indoneisa, dan Indonesia sudah menjadi pemasok sumber daya alam dan sumber daya manusia bagi industri Jepang. Latar belakang ini lah yang menjadi salah satu dasar kemukakan nya gagasan untuk perjanjian FTA/EPA dengan Indonesia, yang dimana disebut sebagai Indoneisa – Japan Economic Partnership Agreement (IJEPA). Perjanjian kerjasama ini di kemukakan pada masa pemerintahan Presiden Megawati, tetapi baru dibentuk pada masa pemerintahan Presiden Susilo Bambang Yudhoyono. Perjanjian kerjasama ini melalui beberapa diskusi dan pertemuan sebelum akhirnya di bentuk di Indonesia. Metodologi penelititan yang digunakan adalah metodologi kualitatif, metodologi ini digunakan untuk mengumpulkan opini dan infromasi dari segala sumber yang sudah dikumpulkan. Penggunaan dari metodologi kualitatif sendiri adalah untuk merundingkan tentang motif ekonomi dan motif politik dari Jepang terhadap Indonesia dibalik pembentukan IJEPA di Indonesia, selain itu, juga untuk melihat apakah motif dari Indonesia terhadap Jepang terkait dengan perjanjian ini sejalan dengan motif Jepang terhadap Indonesia. Selanjutnya, metolodogi ini digunakan untuk menguraikan dan menganalisa bagaimana kemunculan Cina, dan kemunculan Empat Macan Asia yang baru yang memicu pembentukan IJEPA di Indonesia. Penelitian ini menunjukan bahwa Indonesia adalah negara yang penting untuk Jepang sebagai pemasok sumber daya alam untuk industri Jepang, selanjutnya, Indonesia juga menjadi negara yang penting bagi Jepang untuk menjaga dominasi Jepang di Kawasan Asia Tenggara dan memperkecil efek dari kemunculan Cina dan kemunculan Empat Macan Asia yang baru. Untuk Indonesia, Jepang adalah mitra dagang yang penting bagi Indonesia, dan negara yang penting bagi Indonesia untuk memepertahankan keberadaan Indonesia sebagai negara middle power di Kawasan Asia Tenggara.
