Abstract

In contrast to North South cooperation which often demands various requirements, South South Cooperation (SSC) relies on the exchange of knowledge, experience, resources and also technical skills among developing countries. Until 2016, the Indonesian government had spent more than USD 73 millions in various forms of SSC programs with 66 countries in the world, including Timor-Leste (TL). Using Constructivism as the lens, this study aims to identify Indonesia's motivations in implementing the SSC, mapping the implementation of SSC activities carried out by Indonesia with Timor-Leste, and analyzing the benefits of Indonesia's SSC with Timor-Leste against Indonesia's interests. This research found that Indonesia's participation in SSC was generally motivated by Indonesia's free-active foreign policy, historical legitimacy rooted in the 1955 Asia Africa Conference, and the adherence to international norms. In particular, the implementation of Indonesia’s SSC with TL is motivated by deep remorse over the human rights violations that occurred after the 1999 referendum. The implementation of Indonesia's SSC with TL focuses on increasing TL's capacity as a new country. The study also found that SSC also contributed to improving Indonesia's positive image and reconciliation process between Indonesia and TL after the bitter post-referendum event in 1999. / Berbeda dengan kerja sama Utara Selatan yang seringkali menuntut berbagai persyaratan, Kerja sama Selatan Selatan (KSS) lebih mengandalkan pertukaran pengetahuan, pengalaman, sumber daya dan juga kecakapan teknis di antara negara-negara berkembang. Hingga tahun 2016, pemerintah Indonesia telah mengeluarkan lebih dari 73 juta dolar AS dalam berbagai bentuk program KSS dengan 66 negara di dunia, termasuk Timor-Leste (TL). Dengan menggunakan lensa konstruktivisme, penelitian ini bertujuan untuk mengidentifikasi motivasi Indonesia dalam melaksanakan KSS, memetakan pelaksanaan kegiatan KSS yang dilakukan oleh Indonesia dengan Timor-Leste, dan menganalisis manfaatnya terhadap kepentingan Indonesia. Penelitian ini menemukan bahwa peran serta Indonesia dalam KSS secara umum dimotivasi oleh politik luar negeri Indonesia yang bebas aktif, legitimasi sejarah yang berakar dari Konferensi Asia Afrika 1955 dan ketaatan terhadap norma internasional. Secara khusus, KSS Indonesia dengan TL dimotivasi oleh penyesalan mendalam (remorse) atas peristiwa pelanggaran HAM dan pelanggaran kemanusiaan yang terjadi paska jajak pendapat tahun 1999. Pelaksanaan KSS Indonesia dengan TL berfokus pada peningkatan kapasitas TL sebagai negara baru. KSS juga memberi kontribusi dalam memperbaiki citra positif Indonesia dan memperkuat proses rekonsiliasi antara Indonesia-TL setelah peristiwa pahit paska referendum tahun 1999.
