Abstract

Indonesia-Japan Economic Partnership Agreement (IJEPA) merupakan perjanjian kerja sama bilateral dalam sektor ekonomi pertama yang dimiliki Indonesia. Kerja sama ini diharapkan memicu pertumbuhan ekonomi kedua negara sehingga sama-sama mendapatkan keuntungan yang optimal. Dalam penelitian ini ditemukan bahwa dalam implementasi IJEPA pada periode 2008-2013, Indonesia dan Jepang sama-sama mendapatkan keuntungan dari transaksi perdagangan antar kedua negara meskipun hasilnya tidak seimbang dalam neraca perdagangan, sebab pada dasarnya level kedua negara berada pada posisi yang tidak sejajar. Dengan memanfaatkan fasilitas bebas tariff dari IJEPA, kedua negara sudah memaksimalkan liberalisasi perdagangan dalam skema EPA, namun tantangan bagi Indonesia ada pada ekspor sektor non-migas yang belum optimal karena adanya standar tinggi yang digunakan Jepang terhadap produk impor. Perspektif neoliberalisme menjadi landasan teori penelitian ini untuk lebih memahami cara kerja Economic Partnership Agreement. Dengan menggunakan metode penelitian deskriptif analisis, penelitian ini melihat berbagai keuntungan dan tantangan pemerintah Indonesia, seperti memperoleh keuntungan dari kenaikan volume perdagangan terutama produk ekspor ke Jepang, selain itu adanya standar tinggi dari Jepang terhadap produk impor menjadi tantangan yang dihadapi produk ekspor Indonesia. Penelitian ini dapat menggambarkan bagaimana Indonesia memanfaatkan IJEPA untuk mencapai kepentingan nasionalnya. Analisis terhadap data yang diperoleh juga menunjukkan bahwa kerja sama Indonesia dan Jepang ini masih relevan dilanjutkan setelah adanya General Review pada tahun 2013 / Indonesia-Japan Economic Partnership Agreement (IJEPA) is the first bilateral agreement in the economic sector signed by the government of Indonesia. This cooperation is expected to stimulate the two countries' economic growth, so both parties get optimal benefits. This study found that during the implementation of IJEPA in 2008-2013, both Indonesia and Japan benefited from trade transactions even though the trade balance was not achieved because the two countries were not at an equal level. By utilizing the tariff-free facility from the IJEPA, both countries have maximized trade liberalization in the EPA scheme. Still, the challenge for Indonesia lies in the less than optimal export of the non-oil and gas sector due to the high standards used by Japan to import products. The neoliberalism perspective is used as the theoretical basis for this research to understand better how the Economic Partnership Agreement works. This study uses a descriptive-analytical research method to look at the various advantages and challenges of the Indonesian government, including profits gained from the increase in trade volume, especially for exporting products to Japan. In addition, Japan's high standard for imported products is a challenge that Indonesian export products face. This research describes how Indonesia uses IJEPA to achieve its national interests. Analysis of the data obtained also shows that the cooperation between Indonesia and Japan is still relevant to be continued after the General Review in 2013.
