Abstract

Dalam kegiatan proyek konstruksi sering terjadi keterlambatan waktu pelaksanaan yang berakibat proses serah terima proyek mengalami kemunduran dari target yang ditentukan. Keterlambatan serah terima proyek mengakibatkan kerugian bagi perusahaan pengembang. Salah satu faktor penyebabnya adalah kualitas gambar yang menghambat pelaksanaan. Dalam tesis ini, permasalahan yang dianalisis adalah faktor-faktor kualitas gambar perencanaan berdasarkan standar direktorat bina teknik pemukinan dan perumahan pada proyek bangunan tinggi, agar dalam pelaksanaan berjalan dengan lancar dan tidak berakibat keterlambatan proyek. Penelitian ini didasarkan pada beberapa jurnal dan literatur yang relevan serta penelitian langsung terhadap proyek-proyek Konsultan MK dalam kurun waktu 10 tahun terakhir. Dalam penelitian ini menggunakan metode kuantitatif, dengan mendistribusikan kuesioner kepada para pelaku proyek yang terdiri dari Konsultan MK dan Kontraktor Utama. Dalam penyebaran kuesioner selain berdasarkan latar belakang bidang jasanya, responden juga dilihat dari jabatan pada proyek seperti Manajer Proyek, Manajer Engineer dan Engineer. Data responden yang ada diteliti untuk mendapatkan faktor faktor kualitas gambar yang mempengaruhi keterlambatan proyek. Hasil data yang didapatkan dari para responden diolah dan dijadikan dasar untuk mendapatkan faktor kualitas gambar perencanaan yang mempengaruhi keterlambatan penyelesaian proyek. Data tersebut menggunakan penilaian dengan skala likert dan diolah serta dianalisis dengan metode relative importance indek (RII). Dari hasil penelitian ini, faktor-faktor kualitas gambar perencanaan yang kurang sempurna pada proyek bangunan tinggi berdasarkan standar Direktorat Bina Teknik Pemukinan dan Perumahan adalah faktor gambar koordinasi, faktor gambar denah dan potongan, faktor konsistensi gambar Dari faktor kualitas gambar perencanaan yang kurang sempurna tersebut berakibat mundurnya penyelesaikan proyek. Untuk dapat memperbaiki kualitas gambar perencanaan, Konsultan Perencana Arsitek perlu mendapatkan kontrak yang bertanggung jawab terhadap hasil gambar koordinasi antar disiplin. Konsultan Perencana perlu melakukan pelatihan kepada engineering untuk memahami standar gambar yang menghambat pelaksanaan dan penyusunan bq, serta konsultan perencanaan secara disiplin melakukan peninjauan dilapangan secara berkala untuk melihat apakah gambar yang dibuat mudah dipahami dan dimengerti dalam pelaksanaan. / In construction project, there is often a delay in implementation time which results in the project handover process experiencing a setback from the specified target. The delay in the handover of the project effect losses for the developer company. The cause of the delay is due to many factors, one of which is the quality of the planning drawings. In this thesis, the problems analyzed are the factors of drawing quality that affect the delay in project completion. This research is based on several journals and relevant literature as well as direct research on Construction Management Consultant projects in the last 10 years. In this study using quantitative methods, by distributing questionnaires to project actors consisting of Construction Management Consultants and Main Contractors. In distributing the questionnaires, apart from their background in the service sector, respondents were also seen from organization structure in the project such as Project Manager, Engineer Manager and Engineer. The data were examined to obtain the factors of drawing quality that affect project delays. The results of the data obtained from the respondents are processed and used as the basis for obtaining the planning image quality factor that affects the delay in project completion. The data uses an assessment with a Likert scale and is processed and analyzed by the relative importance index (RII) method. From the results of this study, the planning drawing factors that caused difficulty on high-rise building projects implementation are imperfect coordination of interdisciplinary drawings, unclear coordination drawings affecting on inaccurate bq preparation and unclear detailed drawings both on the drawings and technical specifications causing many assumptions at the project implementation. The unperfect planning drawing resulted in the delay of the project completion. In order to improve the quality of the planning drawings, the Architect Planning Consultant needs to get a contract that is responsible for the results of the interdisciplinary coordination drawings. To be able to improve the quality of the planning drawings, the Planning Consultant needs to appoint a planning coordinator that eligible to train engineers to understand the drawing standars that hinder the implementation and preparation of BQ and regularly check on the drawings can be easily understandable for the workers in the construction fields.
