Abstract

The constitution of the Republic of Indonesia Year 1945 (UUD 1945) which is a constitutional foundation of the State Administration, has been amended four times in the short period of 1999-2002. With the inactment of the amended constitution, there are some significant changes in the development management, namely strengthening of the legislative institution, elimination of the outline of the state direction (GBHN) as a guidance to build national development plan, and to reinforce regional autonomy and decentralisation in the Republic Indonesia Unitary State (NKRI) systems. The inactment of Law Number 25 Year 2004 Regarding National Planning and Development Systems (UU SPPN), and Law Number 23 Year 2014 About Regional Government, there are some significant changes in the implementation arrangement of planning and regional government management. The paper which entitled “Application of Good Governance Principles (AAUPB) on Planning Arrangement Toward Regional Governance Management Year 2005-2016 period”, will discuss and answer to three critical questions namely: how is the arrangement of planning on regional governance implementation in the period of 2005-2016, how is the implementation, and how should the arrangement planning in the implementation of regional governance in the future. Good governance principles (AAUPB) is used as a tool in the analysis to answer to the three formulated problems. There are three approaches used in this research namely: statute, conceptual, and comparison approaches. Moreover, from the analysis, it was found that there are some problems associated with the arrangement and the implementation of planning on regional governance in the period of 2005-2016. In order to fix them, some measurements must be conducted both in arrangement and implementation on planning toward regional governance organization. The paper also formulates how should the arrangement of planning in the future. / Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 (UUD 1945) yang merupakan landasan konstitusional penyelenggaraan negara, telah empat kali mengalami perubahan dalam waktu yang relatif singkat tahun 1999- 2002. Dengan berlakunya amandemen tersebut telah terjadi perubahan signifikan dalam pengelolaan pembangunan yakni penguatan lembaga legislatif, ditiadakannya GBHN sebagai pedoman penyusunan rencana pembangunan nasional dan diperkuatnya otonomi daerah dan desentralisasi dalam sistem NKRI. Dengan berlakunya Undang-Undang Nomor 25 Tahun 2004 dan Undang-Undang Nomor 23 Tahun 2014 terjadi perubahan signifikan dalam pengaturan perencanaan dalam penyelenggaraan pemerintahan daerah. Tulisan yang berjudul “Penerapan Asas-asas Umum Pemerintahan yang Baik (AAUPB) terhadap Pengaturan Perencanaan Dalam Rangka Penyelenggaraan Pemerintah Daerah Periode Tahun 2005-2016” akan membahas dan menjawab tiga pertanyaan kritis yakni: bagaimana pengaturan perencanaan dalam penyelenggaraan pemerintahan daerah periode tahun 2005-2016, bagaimana implementasinya dan bagaimana seharusnya pengaturan perencanaan ke depan. Pisau analisis yang digunakan adalah AAUPB. Ada tiga pendekatan yang digunakan dalam penelitian ini yakni: perundang-undangan, konseptual dan perbandingan. Seterusnya berdasarkan analisis yang dilakukan, ada beberapa kendala dalam pengaturan perencanaan dan implementasinya. Untuk mengatasi hal tersebut perlu dilakukan beberapa tindakan baik dalam pengaturan maupun implementasinya. Tulisan ini juga merumuskan bagaimana seharusnya perencanaan ke depan.
