Abstract

FIFA memberikan kewenangan kepada PSSI untuk dapat membuat peraturannya sendiri yang penting peraturan tersebut tidak bertentangan dengan peraturan FIFA dan menjadikan FIFA sebagai patokan dalam membuat sebuah peraturan. Peraturan PSSI tersebut diatur dalam Kode Disiplin PSSI. Kode Disiplin yang dibuat oleh PSSI ini berlaku bagi setiap orang sesuai dengan ketentuan yang ada dalam Pasal 3 Kode Disiplin PSSI, termasuk juga suporter. Terjadi kasus pengroyokan oleh suporter kepada suporter yang berakibat korban meninggal dunia, membuat PSSI mengeluarkan sanksi tegas akibat pelanggaran disiplin tersebut. Sanksi yang diberikan kepada suporter yang melakukan pelanggaran tersebut yaitu larangan menonton sepakbola secara langsung di wilayah RI seumur hidup. Tugas akhir ini bertujuan untuk mengetahui apakah sanksi yang diberikan oleh PSSI tersebut bertentangan dengan HAM atau tidak serta mengetahui perlindungan HAM bagi suporter sepakbola yang mendapatkan sanksi dari PSSI tersebut. Hasil analisis dalam tugas akhir ini menunjukkan bahwa sanksi yang diberikan oleh PSSI tersebut tidak bertentangan dengan HAM melainkan sanksi tersebut merupakan suatu bentuk perlindungan HAM bagi suporter yang lain agar supaya tidak terjadi lagi kasus seperti ini, serta ada rasa aman bagi para suporter untuk dapat menyaksikan secara langsung pertandingan sepakbola di wilayah RI. / FIFA gives authority to PSSI to be able to make its own rules which are important that these regulations do not conflict with FIFA regulations and make FIFA a benchmark in making regulations. The PSSI rules are regulated in the PSSI Discipline Code. The Discipline Code made by PSSI applies to everyone in accordance with the provisions in Article 3 of the PSSI Discipline Code, including supporters. There was a case of beating by supporters to supporters who resulted in the death of the victim, making PSSI issue strict sanctions due to violations of the discipline. Sanctions given to supporters who committed the violation were the prohibition on watching football directly in the Republic of Indonesia for life. This final project aims to determine whether the sanctions given by PSSI are against human rights or not and know the protection of human rights for football supporters who get sanctions from the PSSI. The results of the analysis in this final project indicate that the sanctions provided by PSSI do not conflict with human rights, but sanctions are a form of human rights protection for other supporters so that cases like this do not happen again, and there is a sense of security for supporters to witness direct soccer match in the Republic of Indonesia.
