Jalan tol di Indonesia saat ini menjadi prioritas dalam pembangunan infrastruktur. Konsultan pengawas merupakan bagian dari struktur organisasi proyek pada pelaksanaan pekerjaan konstruksi jalan tol tersebut. Penelitian ini bertujuan untuk: mengidentifikasi peran faktor kompetensi konsultan pengawas yang secara spesifik berpengaruh terhadap waktu pelaksanaan konstruksi jalan tol (Cisumdawu). Permasalahan penelitian: (1) Identifikasi peran kompetensi konsultan pengawas pada pelaksanaan konstruksi jalan tol; (2)Peran kompetensi konsultan pengawas yang teridentifikasi berpengaruh terhadap waktu konstruksi jalan tol pada tahap pelaksanaan; (3) Rekomendasi perbaikan yang diperoleh dari penelitian ini. Permasalahan tersebut diidentifikasi dari data-data proyek pada tahap pelaksanaan konstruksi. Batasan penelitian; Fokus pada peran kompetensi konsultan pengawas teknis terhadap waktu konstruksi; Penelitian dilakukan pada proses pelaksanaan konstruksi jalan tol Cisumdawu. Metodologi penelitian; studi literatur, informasi relevan dan metode analisis statistik regresi berganda model Step Wise Analysis dengan identifikasi variabel penelitian dari SKKNI, instrumen penelitian menggunakan kuesioner dengan 45 responden profesional dari pemberi tugasproyek jalan tol Cisumdawu. Kesimpulan temuan penelitian,peran faktor spesifik kompetensi; penerapan tata cara prosedur pengkuruan volume hasil pekerjaan dan prosedur perhitungan pembayaran hasil pekerjaan kontraktor; indek pengetahuan tentang pengendalian mutu, biaya, waktu proyek; dan indek keterampilan mengenai kajian dan masukan atas hasil peninjauan dan rekayasa lapangan, secara statistik diketahui 85% berpengaruh terhadap waktu pelaksanaan konstruksi. Maka rekomendasi dari temuan penelitian ini adalah perlu upaya peningkatan terutama pada faktor-faktor spesifik kompetensi konsultan pengawas tersebut diatas dengan training/pendidikan formal khusus untuk memenuhi standar persyaratan kompetensi konsultan pengawas agar berpengaruh positif pada pencapaian waktu pelaksanaan konstruksi sesuai jadwal/scheduleyang ditetapkan. / Toll roads in Indonesia are currently a priority in infrastructure development. The supervision consultant is part of the project's organizational structure in carrying out the toll road construction work. This study aims to: identify the role of the competency factors of supervision consultant that specifically affect the implementation time of toll road construction (Cisumdawu). Research issues: (1) Identification of the role of the competency of supervision consultant in the implementation of toll road construction; (2) The influence of the role of the identified competency of the supervision consultant on the toll road construction time at the implementation stage; (3) Recommendations for improvement obtained from this study. The problem is identified from the project data at the construction stage. Research limitations; Focus on the role of technical supervision consultant competencyon theconstruction time performance; The study was conducted in the process of implementation of the Cisumdawu toll road construction. Research methodology; literature study, relevant information and the method of statistical analysis of multiple regression Step Wise Analysis models with identification of research variables from SKKNI, the research instrument used a questionnaire with 45 professional respondents from the Cisumdawu toll road project owner. Conclusion of research findings,the role of specific competency factors; in applying procedures for the measurement of work volume and procedures for calculation of payment for contractor work results, index of knowledge about quality control, project cost, project time and skills index regarding study, results of field review and engineering, are statistically known85 % affect the time of construction. Then the recommendations of the findings of this study are the efforts needed to improve; especially on the above specific competency factors of the supervision consultant with specific training/formal education to meet the competency standard requirements of the supervision consultant for a positive effect on the achievement of construction timein accordance to the planned schedule.
