Abstract
Industri kecil memiliki potensi dan peran yang sangat besar dalam
menunjang perekonomian nasional. Namun, industri kecil sendiri masih
mempunyai keterbatasan dalam kemampuan dan pengembangan usahanya. Untuk
mengembangkan industri kecil khususnya yang ada di sentra industri kecil Batik
Jetis Sidoarjo dan Sentra Sepatu Wedoro, perlu dilakukan identifikasi variabelvariabel yang berpengaruh pada pertumbuhan industri kecil.
Lingkungan perusahaan senantiasa berubah dan berkembang, oleh karena
itu perlu kiranya perusahaan memperhatikan dan menyikapi perubahan tersebut
dengan merumuskan strategi yang sesuai dengan perkembangan lingkungan.
Salah satu metode perumusan strategi secara sistematis yang mempertimbangkan
perubahan lingkungan adalah metode CSSF (Contingent Strategic Success
Formula). Pendekatan CSSF ditujukan untuk menganalisa formula strategi
dengan menggabungkan kondisi internal dan eksternal perusahaan, yaitu dengan
mengukur, mengestimasi dan memprediksi kondisi lingkungan perusahaan di saat
ini dan masa yang akan datang.
Hasil dari penelitian ini diketahui, faktor-faktor yang memiliki hubungan
yang kuat dan signifikan terhadap pertumbuhan sentra batik jetis antara lain :
differensiasi produk, tekanan institusi lain, respon terhadap perubahan dan
resistansi terhadap perubahan teknologi. Faktor-faktor yang memiliki hubungan
yang kuat dan signifikan untuk sentra sepatu Wedoro adalah respon terhadap
perubahan dan fleksibilitas usaha.
Nilai faktor turbulensi lingkungan, agresivitas usaha dan responsivitas
usaha untuk sentra batik jetis diperoleh masing-masing sebesar 3.54, 3.22 dan
3.504 sedangkan untuk sentra sandal dan sepatu Wedoro diperoleh nilai untuk
faktor turbulensi lingkungan, agresivitas dan responsivitas usaha masing-masing
sebesar 3.6388, 3.139 dan 3.036. / SME (Small and Medium Enterprises) has a very enormous potential and
role in supporting national economics. However, their ability to develop the scale
of the enterprises is so limited. Thus, to develop SME - especially those located in
Center of Batik Industry Jetis Sidoarjo and Center of Shoes Industry Wedoro - it
is required to identify variables that affects the growth of SME itself .
The surrounding environment of an enterprise changes and evolves
continually. Therefore, enterprises should be concerned about its changing
environment and take a real action by formulating strategy according to the
development of its surrounding. Among the strategy formulating methods
available, CSSF (Contingent Strategic Success Formula) is one superior method
that has a systematic approach while concerning the development of environment.
Approach of CSSF itself is aimed to analyze the formula of strategy by combining
internal and external condition of an enterprise. More precisely, it measuresm
estimates, and predicts the condition of surrounding environment of an enterprise
in the present and future.
This research resulted in the understanding of strong and significant
relation of several factors that affects the growth of Center of Batik Industry Jetis
Sidoarjo: product differentiation, pressure from another institution, response
toward the changing environment, and resistance toward the changing technology.
There were also factors that relates strongly to the growth of Center of Shoes
Industry Wedoro: response toward the changing environment and enterprise’s
flexibility.
The score of environment turbulence, agrresivity, and responsivity of
enterprise for Center of Batik Industry Jetis Sidoarjo was 3.54, 3.22, and 3.50.
Meanwhile, the score obtained for Center of Shoes Industry Wedoro was 3.63,
3.13, and 3.03.
