Abstract
Thailand located among the Greater-Mekong Sub-Region makes them culpable towards sex trafficking, more broadly trafficking in persons. They share borders with countries who like Thailand, face poor circumstances that leads them to migrate overseas in search for a better future. Thus, the rise of sex trafficking that exists in Thailand. This resulted in severe consequences to both individuals and nationally. With that realization, Thailand has been receptive to the idea of collaborating with UNODC, an IGO which functions to tackle transnational crimes such as trafficking in persons. Therefore, this research aims to explain and answer the research question of how the collaboration between UNODC and Thailand impact the tackle of sex trafficking. This research answers the research question using the neoliberalism theory through several concepts of sex trafficking, human trafficking, and human rights and utilizes an explanatory research method to aid in analyzing not only the situation of the issue, but also the reasons behind the occurrence. Thus, this research finds that through the collaboration of UNODC and Thailand, UNODC has been able to set the foundation for Thailand’s efforts through their Protocol to Prevent, Suppress, and Punish Trafficking in Persons, Especially Women and Children (Palermo Protocol)./Thailand terletak di antara Greater Mekong Sub-Region, yang membuat Thailand rentan akan perdagangan seks, lebih tepatnya kepada perdagangan manusia. Secara geografis, Thailand berbatasan dengan negara-negara yang memiliki kondisi ekonomi yang serupa dengan Thailand; negara-negara tersebut memiliki keadaan ekonomi yang buruk. Hal tersebut menyebabkan tingginya migrasi antarwarga negara di sekitar kawasan tersebut demi kehidupan yang lebih layak, yang kemudian menimbulkan maraknya perdagangan seks di Thailand. Dengan adanya permasalahan ini, adanya dampak yang ditimbulkan bukan hanya pada masyarakat secara individual tetapi juga pada negara Thailand. Menyadari hal tersebut, Thailand kemudian menerima gagasan untuk melakukan kerja sama dengan UNODC, sebuah IGO yang berfungsi untuk menangani kejahatan transnasional seperti perdagangan manusia. Maka dari itu, penelitian ini bertujuan untuk menjelaskan dan menjawab pertanyaan penelitian tentang bagaimana kolaborasi antara UNODC dan Thailand yang berdampak pada penanggulangan perdagangan seks. Dalam menjawab pertanyaan tersebut, penelitian ini menggunakan teori Neolibelarisme dan juga beberapa konsep seperti perdagangan seks, perdagangan manusia, dan hak asasi manusia. Selain itu, penelitian ini menggunakan metode eksplanatori untuk menganalisis, tidak hanya dari situasi masalah yang ada, tetapi juga alasan di balik terjadinya masalah tersebut. Dengan demikian, hasil penelitian ini dapat membuktikan bahwa UNODC telah berhasil menetapkan dasar untuk Thailand dalam menangani permasalahan perdangan seks, melalui kolaborasi UNODC dan Thailand dalam protokol yang bernama Protocol to Prevent, Suppress, and Punish Trafficking in Persons, Especially Women and Children (Palermo Protocol).
