Abstract

ASEAN merupakan organisasi multilateral yang terletak di kawasan Asia Tenggara. Organisasi ini sangat unik karena keberagaman negara anggotanya. Keberagaman tersebut tidak membuat kawasan ini terpecah namun mampu hidup dengan relatif damai. ASEAN kemudian menunjukan keseriusannya untuk semakin terintegrasi dengan membentuk Piagam ASEAN. Keberagaman juga membawa tantangan bagi kesatuan dan kestabilan kawasan ini, baik dari dalam maupun luar kawasan. Sebagai konsekuensinya, ASEAN membentuk pilar Komunitas Politik Keamanan untuk menjawab tantangan tersebut. Komunitas Politik Keamanan dibentuk untuk mengakomodasi negara-negara anggota untuk berinteraksi, dan mempererat kerja sama dalam menjaga perdamaian, keamanan dan stabilitas kawasan. Penelitian ini dilakukan dengan metode kualitatif dengan mendapatkan data sekunder. Metode penelitan historis digunakan penulis dengan mengumpulakan data berupa peristiwa historis yang telah dilalui ASEAN dan dianalisis menggunakan teori dan konsep Hubungan Internasional. Fenomena Kerjasama Politik Keamanan ASEAN dijelaskan dengan tehnik eksplanatori argumentatif, yakni penulis akan menjelaskan peristiwa yang terjadi dan memberikan argument dari perspektif Penulis. Penelitian ini dilakukan untuk menggambarkan dinamika ASEAN dalam mengimplementasikan kebijakan untuk menjawab tantangan yang dihadapi kawasan. Berdasarkan hasil penelitan, ASEAN belum mampu menuntaskan masalahnya secara menyeluruh karena prinsip non intervensi yang dihidupi organisasi ini. Bukan berarti kawasan ini gagal dan kebijakan ini harus dihapuskan, karena masih banyak manfaat yang didapat dari organisasi ini untuk mencapai kepentingan nasionalnya. / ASEAN is multilateral organization located in Southeast Asia. This organization is very unique because of the diversity of its member states. The diversity doesn’t make this region divided but allow to live with relative peace. ASEAN showed its seriousness to be increasingly integrated by forming the ASEAN Charter. Diversity also poses challenges for the region’s unity and stability, both from within and outside the region. As a consequence, ASEAN forms a pillar of the Political Security Community to tackle these challenges. The Political Security community was formed to accommodate member states to interact, and strengthen cooperation in maintaining regional peace, security and stability. This research was conducted with a qualitative method by obtaining secondary data. The method of historical research is used by the writer by collecting data in the form of historical events that have been passed by ASEAN and analyzed using theories and concepts of International Relations. The phenomenon of ASEAN Political Security Community is explained by argumentative explanatory techniques, which the writer will explain the events that occur and provide arguments from the author’s perspective. This research was conducted to illustrate the dynamics of ASEAN in implementing policies to answer challenges facing the region. Based on the results of the research ASEAN has not been able to solve the problem as a whole because of the non-intervention principle adopted by this organizations. This doesn’t mean this region has failed and this policy must be abolished, because there are still many benefits to be gained from this organization to achieve each state national interest.
