Abstract
In today’s current political climate, a lot of countries all over the world have abandoned traditional diplomatic practices, such as hard diplomacy, to soft diplomacy. Because of the shift of paradigm in global society, this supports the use of soft diplomacy by many parties and actors which usually we dont associate with soft diplomacy, including military actors. In the case of Indonesia, The Indonesian National Army (TNI) serves as The Garuda Contingent at the United Nations Interim Forces in Lebanon (UNIFIL). Soft Diplomacy is implemented through the relatively new Civil-Military Coordination (CIMIC) Program by the TNI. The main goal of this program is to achieve Indonesia’s national interest and to be apart of building a world peace. Therefore, this research aims to explore the history of the Lebanese-Israeli conflict and analyze the purpose of sending TNI to UNIFIL, and also to explore soft diplomacy through the CIMIC Program, and to find out the benefits of implementing soft diplomacy by the TNI for Indonesia and also for UNIFIL.
This study uses a qualitative approach with descriptive methods supported by data collection techniques through online research, literature study, and in-depth interviews with TNI personnel who were a part of the Garuda Contingent at UNIFIL. I also provide a data from a Middle East Studies Experts.
The results showed that the TNI was able to implement soft diplomacy, particularly in peace missions, such as UNIFIL, through the Civil-Military Coordination (CIMIC) Program. This success is illustrated by the warm reception from the Lebanese people. Depart from this, we can clearly conclude Indonesia has fullfilled its national interest and also took part in creating world peace. / Saat ini, banyak negara telah meninggalkan praktik diplomasi tradisional, seperti hard diplomacy, yang beralih ke soft diplomacy yang lebih bersifat humanis. Pergeseran paradigma masyarakat global tersebut turut mendukung penggunaan soft diplomacy oleh banyak pihak dan aktor, termasuk aktor militer, seperti Tentara Nasional Indonesia (TNI) sebagai Kontingen Garuda di United Nations Interim Forces in Lebanon (UNIFIL). Soft Diplomacy diimplementasikan melalui Program Civil-Military Coordination (CIMIC) oleh TNI yang masih terhitung baru, guna mendukung perdamaian dunia dan mencapai kepentingan nasional Indonesia. Oleh karena itu, dalam penelitian ini bertujuan untuk mendalami sejarah konflik Lebanon-Israel dan menganalisis tujuan pengiriman TNI ke UNIFIL, mendalami soft diplomacy melalui Program CIMIC, serta untuk mengetahui dan mendalami manfaat pelaksanaan soft diplomacy oleh TNI bagi Indonesia maupun UNIFIL.
Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif yang didukung dengan teknik pengumpulan data melalui penelusuran daring, studi pustaka, dan wawancara secara mendalam dengan personel TNI yang pernah tergabung menjadi Kontingen Garuda di UNIFIL dan Ahli Studi Timur-Tengah.
Hasil penelitian menunjukkan bahwa TNI telah mampu mengimplementasikan soft diplomacy, khususnya dalam misi perdamaian, seperti UNIFIL, melalui program Civil-Military Coordination (CIMIC). Keberhasilan ini digambarkan oleh kedekatan dan penerimaan yang baik dari masyarakat Lebanon sehingga, baik kepentingan Indonesia dan empati Indonesia dalam isu perdamaian dunia telah dapat diseleraskan.
