Abstract

Perjanjian Paris merupakan sebuah perjanjian internasional dalam kerangka United Nations Framework Convention on Climate Change (UNFCCC) yang betujuan untuk memerangi perubahan iklim. Berdasarkan Perjanjian Paris, setiap negara harus menentukan, merencanakan, dan secara teratur melaporkan kontribusi yang dilakukan untuk mengurangi pemanasan global melalui Nationally Determined Contributions (NDC). Indonesia sebagai subjek hukum internasional menerima norma tersebut dengan meratifikasi Perjanjian Paris. Hal ini mengarah pada rumusan masalah dalam penelitian ini, yaitu “Apakah kepentingan Indonesia dalam meratifikasi Perjanjian Paris?. Metedologi penelitian yang digunakan adalah metode eksploratif deskriptif dengan pendekatan kualitatif. Teori dan konsep yang digunakan terdiri dari liberalisme institusional, rezim internasional, kepatuhan, dan diplomasi. Teknik pengumpulan data yang dilibatkan dalam penelitian ini terdari dua metode, yaitu studi literatur yang dikumpulkan dari sumber yang dapat dipercaya seperti Johannes Oentoro Library, EbscoHost, Perpustakaan Nasional Republik Indonesia, dan berita daring yang kredibel dan legal serta wawancara dengan seorang diplomat Kemlu RI. Hasil penelitian menunjukkan bahwa pendorong dari diratifikasinya Perjanjian Paris merupakan respon dari globalisasi yang mempengaruhi dinamika politik internasional. Ratifikasi Indonesia juga didorong oleh tekanan dari Uni Eropa terhadap industri sawit Indonesia yang dianggap mencemarkan lingkungan. Ratifikasi dan komitmen Indonesia terhadap Perjanjian Paris merupakan bentuk penyampaian pesan kepada dunia bahwa Indonesia telah melakukan upaya yang strategis dalam melawan perubahan iklim yang mengancam umat manusia. Penulis juga menemukan bahwa Indonesia meratifikasi Perjanjian Paris demi mengamankan kepentingan nasional Indonesia dalam aspek politik, sosial maupun ekonomi. / The Paris Agreement is an international agreement within the framework of the United Nations Framework Convention on Climate Change (UNFCCC) which aims to combat climate change. Under the Paris Agreement, each country must determine, plan for, and regularly report on the contributions made to reduce global warming through the Nationally Determined Contributions (NDC). Indonesia as a subject of international law accepts the norm by ratifying the Paris Agreement. This leads to the research question of the thesis, “What is the interest of Indonesia in ratifying the Paris Agreement?”. / The research methodology used is descriptive exploratory method with a qualitative approach. Theories and concepts used consist of institutional liberalism, international regimes, compliance, and diplomacy. Data collection techniques that will be involved in this research consists of two methods. The first one is through literature study collected from reliable sources such as Johannes Oentoro Library, EbscoHost, National Library of the Republic of Indonesia, credible online news. The second one is through an interview with a diplomat from the Indonesian Ministry of Foreign Affairs. The results of the study show that the driving force behind the ratification of the Paris Agreement is the response of globalization which affects the dynamics of international politics. Indonesia's ratification was also driven by pressure from the European Union on the Indonesian palm oil industry which considered harmful to the environment. Indonesia's ratification and commitment to the Paris Agreement is a form of social validation that Indonesia has made a strategic effort in combating climate change. The author also found that Indonesia ratified the Paris Agreement in order to secure its national interests in the aspects of social, political and economic interest.
