Abstract

Afrika Selatan adalah negara berkembang yang cukup aktif di perpolitikan internasional dan telah bergabung dengan banyak forum kerja sama ekonomi dan politik yang bergengsi. Namun pada masa pemerintahan Presiden Zuma, beliau mengupayakan dengan keras agar Afrika Selatan masuk menjadi anggota BRIC dengan kepentingan nasional yang beliau pertimbangkan. BRIC, sebelum Afrika Selatan bergabung adalah negara - negara yang memiliki potensi besar dan kapasitas yang cukup untuk saling melengkapi, tetapi dengan masuk nya Afrika Selatan maka ada penyebaran kekuatan yang lebih luas terutama di Benua Afrika. Muncul dinamika - dinamika yang masuk ke Afrika Selatan terutama pengaruh dari Cina mengingat Cina adalah investor besar di negara tersebut. Kepiawaian Cina dalam mengelola keuangan memberikan kesulitan bagi Afrika Selatan dalam pengelolaan sumber daya alam yang dimiliki negara tersebut mengingat kualitas sdm di negara tersebut masih sangat rentan dan kalah jauh dengan negara - negara seperti Cina dan Rusia. Negara - negara besar seperti Cina dan Rusia memiliki kepentingan politik yang besar dengan memasukkan Afrika Selatan sebagai negara anggota BRICS apalagi mereka sadar betul mengenai dependensi ekonomi dari Afrika Selatan yang terlalu nyaman bersandar dengan investor - investor asing dan Cina melihat ini sebagai peluang untuk mendominasi negara tersebut. Pada penulisan penelitian ini, penulis menggunakan teori neoliberalisme sebagai landasan teori untuk menjelaskan fenomena yang terjadi. Konsep yang digunakan adalah neokolonialisme dan diplomasi ekonomi karena proses dan dinamika yang terjadi antara BRICS dan Afrika Selatan ini relevan realitas nya dengan kedua konsep tersebut. Pendekatan penelitian ini bersifat kualitatif sebagai format yang telah ditentukan. Metode penelitian yang digunakan pada penelitian ini adalah metode deskriptif untuk menjelaskan secara sistematis untuk menjawab rumusan masalah yang telah dibentuk. Teknik pengumpulan data yang digunakan oleh penulis adalah teknik sekunder dimana penulis mengumpulkan data mentah dan mengolahnya menjadi argumentasi yang mampu mendukung keyakinan penulis. Hasil dari penelitian ini akan menjawab rumusan masalah dan menemukan jawaban dari tujuan penelitian yang telah dibuat. / South Africa is a developing country that is quite active in international politics and has joined many prestigious economic and political cooperation forums. However, during President Zuma's administration, he worked hard to get South Africa to become a member of BRIC with his national interests in mind. BRIC, before South Africa joined, were countries that had great potential and sufficient capacity to complement each other, but with the entry of South Africa, there was a wider spread of power, especially on the African continent. There are dynamics that enter South Africa, especially the influence of China considering that China is a major investor in the country. China's expertise in managing finances provides difficulties for South Africa in managing the country's natural resources considering the quality of human resources in the country is still very vulnerable and far inferior to countries like China and Russia. Big countries like China and Russia have a big political interest in including South Africa as a BRICS member country especially since they are well aware of the economic dependence of South Africa which is too comfortable leaning on foreign investors and China sees this as an opportunity to dominate the country. In writing this research, the author uses the theory of neoliberalism as a theoretical basis to explain the phenomena that occur. The concepts used are neocolonialism and economic diplomacy because the processes and dynamics that occur between BRICS and South Africa are relevant to the reality of these two concepts. This research approach is qualitative as a predetermined format. The research method used in this research is descriptive method to explain systematically to answer the problem formulation that has been formed. The data collection technique used by the author is a secondary technique where the author collects raw data and processes it into arguments that can support the author's beliefs. The results of this study will answer the formulation of the problem and find answers to the research objectives that have been made.
