Abstract
Terrorism Crime is an extraordinary crime and poses a threat to the integrity of the Unitary State of the Republic of Indonesia. Not only adults, but children also become perpetrators of Terrorism Crimes, from children who ultimately lose their lives during attacks, to those who fail to carry out terror acts due to the results of investigations by Densus 88 AT Polri. Children as culprits of psychological warfare cannot be considered as hoodlums, but or maybe as casualties of wrongdoing, casualties of psychological militant systems, casualties of inculcation, misuse of thought, and purposeful publicity from the impact of guardians or grown-ups around them, thus they must be specially protected. The implementation of Diversions for underage children for extraordinary crimes is considered less effective by some people because of the assumption that minds indoctrinated by radical ideologies will be very difficult to rectify and may potentially engage in terror activities again in the future. This research aims to determine how Diversions are implemented towards Children as Perpetrators of Terrorism Crimes in Indonesia, what impacts are caused for the perpetrators and society, and to understand the steps taken by Densus 88 AT Polri in changing the ideology of children exposed to radicalism to embrace the Pancasila ideology. There has to be a modification with respect to the direction of preoccupations, so that diversions can be connected to all types of violations committed by children. Directions with respect to children included in psychological warfare violations too have to be be particularly controlled within the arrangements of the Fear based oppression Law, because the involvement of children committing terrorism crimes should be viewed as victims.
