Abstract
Ketakutan kalah ‘berperang’ dengan perubahan iklim, sebagai isu global, menjadi ancaman eksistensial bagi negara Tuvalu. Sebagai salah satu negara SIDS dan LDCs, Tuvalu menjadi ikon korban lingkungan pertama di dunia untuk menghadapi kegagalan pemenuhan target Perjanjian Paris 2015 terlepas dari polusi gas rumah kaca yang kecil. Merespons isu perubahan iklim tersebut, Tuvalu menggagas kebijakan luar negeri baru khas Tuvalu untuk memperjuangkan keadilan iklim melalui pendekatan budaya dan kawasan Pasifik. Penelitian ini bermaksud untuk menelaah proses terbentuknya Diplomasi Oceanic berbasis diskursus sejarah serta proses keberhasilan penyebaran kesadaran akan isu keadilan iklim berdasarkan
penerapannya. Untuk mengkaji proses dinamis pembentukan dan penerapan Diplomasi Oceanic Tuvalu, penelitian ini menggunakan perspektif konstruktivisme sosial(konstruktivisme holistik), dibantu dengan konsep struktur dan agen, identitas dan kepentingan, intersubyektivitas, dan difusi norma. Melalui penelitian
kualitatif menggunakan metode studi kasus, penelitian ini menemukan bahwa Diplomasi Oceanic berangkat dari diskursus sejarah dari masa kolonialisme dan proses dekolonisasi, proses isomorfisme gereja, perubahan iklim, dan solidaritas
negara SIDS dan LDCs, yang membentuk konstruksi identitas dan kepentingan Tuvalu. Kebijakan luar negeri Te Sikulagi tahun 2020, yang artinya cakrawala, memperkenalkan kembali identitas Tuvalu untuk membawa kepentingan nasional dan kawasan dalam pendekatan budaya melampaui keterbatasan material. Kebijakan ini mendasari penerapan beberapa kebijakan dalam Diplomasi Oceanic seperti penguatan suara negara SIDS, Fossil Fuel Non-Proliferation Treaty, Loss
and Damage Fund, Digital Tuvalu, dan Falepili Union. Keberhasilan penyebaran kesadaran norma keadilan iklim dalam Diplomasi Oceanic telah tercapai dalam masyarakat global, namun belum mencapai tahap internalisasi oleh seluruh aktor
negara. / The fear of losing the ‘war’ with climate change as a global issue is existential threat to the small country of Tuvalu. As one of the SIDS and LDCs, Tuvalu has become the iconic world’s first environmental victim to face the failure agenda of Paris Agreement 2015 target despite its close-to-none trace of greenhouse gas pollution. Responding to the issue of climate change, Tuvalu initiated a new foreign policy based on Tuvalu culture to fight for justice through a cultural climate approach and the Pacific region. This study aims to examine the process of forming Oceanic Diplomacy based on historical discourse and successful process of spreading awareness of climate justice issues based on its policies. To examine the dynamic process of forming and implementing Tuvalu Oceanic Diplomacy, this
study uses a social constructivism perspective (holistic constructivism), assisted by the concepts of structure and agency, identity and interests, intersubjectivity, and norm diffusion. Through qualitative research using the case study method, this study found that Oceanic Diplomacy departs from the historical discourse of colonialism and the decolonization process, the process of church isomorphism,
climate change, and solidarity of SIDS and LDCs countries, which shape the construction of Tuvalu's identity and interests. The 2020 Te Sikulagi foreign policy, that means horizon, reintroduces Tuvalu's identity to bring national and regional interests in a cultural approach beyond material limitations. This policy underlies the implementation of several policies in Oceanic Diplomacy such as strengthening the voice of SIDS countries, the Fossil Fuel Non-Proliferation Treaty, the Loss and Damage Fund, Digital Tuvalu, and the Falepili Union. The success of spreading awareness of climate justice norms in Oceanic Diplomacy has been achieved in the global community, but has not yet reached the stage of internalization by all state
actors.
