Abstract

Penyalahgunaan narkoba merupakan masalah global yang berdampak buruk terhadap individu dan masyarakat, terutama generasi muda. Kawasan Segitiga Emas (perbatasan Thailand, Laos, dan Myanmar) dikenal sebagai produsen utama opium dan metamphetamine, dengan nilai perdagangan mencapai 61 miliar dolar AS, memicu masalah keamanan dan kesehatan masyarakat yang serius. Penelitian ini bertujuan untuk mengkaji kebijakan dalam dan luar negeri yang diterapkan oleh ketiga negara dalam menangani perdagangan narkoba di kawasan tersebut. Kerangka berpikir penelitian ini mengidentifikasi bahwa kebijakan domestik yang efektif sangat berpengaruh terhadap kebijakan luar negeri, terutama dalam konteks kerja sama internasional untuk memerangi kejahatan transnasional terorganisir, seperti peredaran narkoba. Penelitian ini menggunakan teori Neorealisme, dengan pendekatan analisis deskriptif dengan mengumpulkan data primer melalui wawancara mendalam dengan narasumber, serta data sekunder dari dokumen resmi pemerintah, laporan UNODC, dan jurnal ilmiah. Teknik analisis yang digunakan adalah kombinasi analisis tematik dan analisis konten. Hasil penelitian menunjukkan bahwa Thailand, Laos, dan Myanmar mengadopsi pendekatan berbeda dalam menangani perdagangan narkoba antara 2019–2022, dengan Thailand beralih ke pendekatan progresif, Laos memprioritaskan pencegahan dan rehabilitasi, dan Myanmar mengalami ketidakstabilan politik yang memperburuk situasi. Kerja sama antara ketiga negara menunjukkan dinamika rumit dengan kendala perbedaan peraturan, situasi politikketidak stabilan politik, dan keterbatasan sumber daya, yang menghambat efektivitas inisiatif seperti Nota Kesepahaman Mekong dan kerja sama intelijen. / Drug abuse is a global problem that has a negative impact on individuals and society, especially the younger generation. The Golden Triangle region (border of Thailand, Laos and Myanmar) is known as a major producer of opium and methamphetamine, with a trade value of up to 61 billion US dollars, which raises serious security and public health concerns. This research aims to examine domestic and foreign policies implemented by third countries in dealing with drug trafficking in the region. The thinking framework of this research identifies that effective domestic policy greatly influences foreign policy, especially in the context of international cooperation to combat transnational organized crime, such as drug trafficking. This research uses Neorealisme theory with descriptive analysis approach by collecting primary data through in-depth interviews with key informants, as well as secondary data from official government documents, UNODC reports and scientific journals. The analysis technique used is a combination of thematic analysis and content analysis. The results show that Thailand, Laos, and Myanmar adopted different approaches to dealing with drug trafficking between 2019–2022, with Thailand shifting to a progressive approach, Laos prioritizing prevention and rehabilitation, and Myanmar experiencing political instability favoring the situation. Cooperation between third countries exhibits complex dynamics constrained by regulatory differences, unstable political situations, and limited resources, which hinder the effectiveness of initiatives such as the Mekong Memorandum of Understanding and intelligence cooperation.
