Abstract

Impor merupakan salah satu metode yang paling memengaruhi keberlangsungan perdagangan Indonesia. Hal ini karena impor mengakomodir kebutuhan produsen dalam negeri untuk menghasilkan produk yang lebih berkualitas dengan harga murah. Sehingga jumlah pengimpor di Indonesia seiring tahun naik menyebabkan ketergantungan atas produk luar. Mengetahui hal tersebut, pemerintah membentuk bea cukai sebagai bentuk proteksionisme negara memastikan produk-produk masuk ke Indonesia membayar bea masuk yang telah ditetapkan dalam undang-undang. Hal ini menyebabkan beberapa oknum memilih jalur ilegal untuk menghindari kewajiban tersebut. Penelitian ini dilakukan untuk menganalisis keberhasilan upaya pemerintah dalam pengetatan prosedur bea cukai dan mengidentifikasi masalah utama yang dihadapinya. Kerangka berpikir dalam penilitian ini menggunakan teori Neo-merkantilisme sebagai turunan dari teori merkantilisme. Teori ini mengutamakan kepentingan negara, memajukan nilai ekspor negara dibandingkan impor sebagai bentuk proteksi negara. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, data yang digunakan diperoleh melalui wawancara, studi kepustakaan dan sumber daring. Hasil penelitian menjelaskan bahwa pemerintah setiap tahunnya melakukan peninjauan kembali undang-undang yang telah dirumuskan. Jika dinilai undang-undang tersebut belum bekerja secara efektif, maka pemerintah merevisi undang-undang kembali. Pemerintah juga memastikan dalam jangka panjang dengan cara memberikan subsidi pajak selama beberapa tahun diawal dengan ketentuan investor harus menanamkan modal dalam pembangunan infrastruktur Indonesia. Indonesia juga memanfaatkan sumber daya alam seefisien mungkin, agar negara tidak lagi menjadi importir dan beralih sebagai eksportir. Indonesia juga memastikan implementasi pengetatan tidak hanya dilakukan tertulis, tetapi di lapangan seperti mewajibkan penggunaan x-ray secara acak. Indonesia juga tidak segan dalam memberikan sanksi bagi pelaku impor ilegal seperti pemusnahan produk hingga hukum pidana. / Import is one of the methods that most affects the sustainability of Indonesian trade. This is because imports accomodate the needs of domestic producers to produce better quality products at low prices. This causes increasement in the number of goods being imported to Indonesia each year, hence creating further dependency on foreign products. Based on this, the government has established a body of customs as a form of state protectionism to ensure that products entering Indonesia pay the import duties stipulated written in the laws.This has caused indviduals to choose illegal routes to avoid these obligations. This study was conducted to analysze the success of the government’s efforts in tightening customs procedures and identify the main problems it faces. The framework of thought in the study uses the theory of Neo-mercantilism as a derivative of the theory of mercantilism itself. This theory prioritzes state interests, advancing the value of the country’s exports compared to imports as a form of state protection. This study uses a qualititative approach with descriptive method, the data used is obtained through interviews, literature studies, and website. The results of the study explain that the government annually reviews the laws that have been formulated. If it is considered that the law has not functioned effectively, the government will revise the law again. The government also ensures Indonesia’s long-term state by providing tax subsidies for several years at the beginning with the provision that investors must invest in the development of Indonesia’s infrastructure in the upcoming years. Indonesia also utilizes natural resources as efficiently as possible, so that the country no longer becomes an importer, rather an exporter. Indonesia also ensures the implementation of the laws do not only carries within writing, but in the field such as requiring the use of x rays. Indonesia also does not hesitate to impose sanctions on perpetrators of illegal imports such as product destruction to convincing them with criminal law.
