Abstract
Hubungan mutual antara Indonesia dan Nigeria telah terjalin sejak tahun 1965. Melalui sejarah hubungan tersebut, Nigeria melanjutkan pembangunan hubungan dengan Indonesia hingga memasuki abad ke-21, kedua belah pihak membentuk hubungan bilateral melalui pemerintahan berbagai presiden-presiden Nigeria yang menjabat dari tahun 1999 hingga tahun 2023. Salah satu orang yang menjabat posisi tersebut sebagai Presiden Nigeria adalah Muhammadu Bahuri. Buhari terpilih menjadi Presiden Nigeria kelima belas pada tahun 2015 dan menjabat hingga tahun 2023. Melalui pemerintahan Buhari, terjadi berbagai kejadian serta perjanjian yang membentuk hubungan bilateral Indonesia-Nigeria. Penelitian ini dilakukan untuk menemukan perubahan serta kerbelanjutan hubungan bilateral kedua negara, lalu menggali faktor-faktor pengaruh yang berkontribusi terhadap dinamika hubungan tersebut. Kerangka berpikir dalam penelitian ini menggunakan teori liberalisme klasik, termasuk konsep Kebijakan Luar Negeri Hubungan Bilateral, Tingkat Analiis Individu dan Faktor Domestik. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, serta data yang digunakan diperoleh melalui studi kepustakaan dari sumber daring. Kemudian data tersebut dianalis melalui teknik perbandingan analisis. Hasil penelitian menunjukkan bahwa perubahan terhadap hubungan bilateral Nigeria-Indonesia terletak dengan tidak adanya kunjungan diplomatis antara pemimpin negara serta pembukaan sektor-sektor kerja sama baru seperti di bidang kesehatan, edukasi, dan lain-lain. Keberlanjutan hubungan bilateral masih dilanjutkan dengan adanya kerja sama di bidang industri, agrikultur serta perdagangan seperti kepresidenan sebelumnya. Faktor-faktor dalam hubungan bilateral tersebut dibagi menjadi dua, faktor internal serta eksternal. Faktor internal meliputi individu, fenomena domestik, kelompok kepentingan, dan agenda nasional. Faktor eksternal meliputi faktor internasional determinan luar negeri dalam dinamika hubungan bilateral kedua negara./The mutual relationship between Indonesia and Nigeria has been established since 1965. Throughout this history, Nigeria continued to develop ties with the country of Indonesia into the 21st century, forming bilateral relations through the administrations of various Nigerian presidents from 1999 to 2023. One such president was Muhammadu Buhari, who was elected as the 15th President of Nigeria in 2015 and served until 2023. During Buhari’s administration, various multiple events and agreements shaped the bilateral relationship between Indonesia and Nigeria. This research aims to identify the changes and continuities in the bilateral relationship between the two nations and explore factors contributing to its dynamics. The theoretical framework of this study employs classical liberalism theory, including the concepts of Foreign Policy, Bilateral Relations, Individual Level Analysis, and Domestic Factors. The research uses a qualitative approach with a descriptive method, drawing data from literature studies and online sources, which were analyzed through comparative analysis technique. The study reveals that changes in the Indonesia-Nigeria relations include the absence of diplomatic visits between state leaders and the establishment of new cooperation sectors, such as health and education. Meanwhile, the continuity of the relationship is evident in ongoing collaborations in industry, agriculture, and trade, as during previous presidencies. The factors influencing bilateral relations are divided into internal and external factors. Internal factors include individuals, domestic phenomena, interest groups, and national agendas, while external factors involve international determinants shaping the dynamics of bilateral relations between the two nations.
