Abstract

This research examines the role of Plan International Indonesia in reducing child marriage through the “Yes I Do” program, implemented from 2016 to 2020. Indonesia faces a high prevalence of child marriage due to entrenched cultural, socioeconomic, and policy-related factors, which negatively affect health, education, and human rights. The research evaluates the program's multi- stakeholder collaboration and its effectiveness in addressing these challenges. The theoretical framework incorporates neoliberalism, interdependence, international regime theories, and International Non-Governmental Organizations (INGOs), emphasizing partnerships between international organizations, local NGOs, governments, and communities. A qualitative methodology, including literature reviews and field observations, is employed to analyze the program's impact. Findings reveal a significant reduction in child marriage, particularly in Rembang, West Lombok, and Sukabumi, through strategies such as youth empowerment, community dialogues, and advocacy for local policies like marriage prevention regulations. The program also addressed challenges such as cultural resistance, limited reproductive health services, and parental opposition by fostering community engagement and capacity building. This research concludes that the program significantly contributed to reducing child marriage and promoting gender equality and reproductive health. Recommendations include strengthening policy enforcement, expanding educational access, and enhancing community-based initiatives. The research highlights the effectiveness of collaborative approaches in tackling complex social issues and offers a model for replication in other regions./ Penelitian ini mengkaji peran Plan International Indonesia dalam mengurangi pernikahan anak melalui program “Yes I Do” yang dilaksanakan pada tahun 2016 hingga 2020. Indonesia menghadapi tingginya angka pernikahan anak akibat faktor budaya, sosial ekonomi, dan kebijakan yang sudah mengakar, yang berdampak negatif pada kesehatan, pendidikan, dan hak asasi manusia. Penelitian ini mengevaluasi kolaborasi multi-pemangku kepentingan dalam program tersebut serta efektivitasnya dalam mengatasi tantangan ini. Kerangka teoretis melibatkan neoliberalisme, interdependensi, teori rezim internasional, dan Organisasi Non- Pemerintah Internasional (INGO), dengan penekanan pada kemitraan antara organisasi internasional, LSM lokal, pemerintah, dan masyarakat. Metodologi kualitatif, termasuk tinjauan literatur dan observasi lapangan, digunakan untuk menganalisis dampak program. Temuan menunjukkan penurunan signifikan dalam pernikahan anak, terutama di Rembang, Lombok Barat, dan Sukabumi, melalui strategi pemberdayaan pemuda, dialog komunitas, dan advokasi kebijakan lokal seperti regulasi pencegahan pernikahan. Program ini juga mengatasi tantangan seperti resistensi budaya, terbatasnya layanan kesehatan reproduksi, dan penolakan orang tua melalui keterlibatan komunitas dan penguatan kapasitas. Penelitian ini menyimpulkan bahwa program ini secara signifikan berkontribusi pada pengurangan pernikahan anak sekaligus mempromosikan kesetaraan gender dan kesehatan reproduksi. Rekomendasi meliputi penguatan penegakan kebijakan, perluasan akses pendidikan, dan peningkatan inisiatif berbasis komunitas. Penelitian ini menyoroti efektivitas pendekatan kolaboratif dalam mengatasi isu sosial yang kompleks dan menawarkan model untuk direplikasi di wilayah lain.
