Abstract

Kesejahteraan masyarakat tidak terpisahkan dari kondisi kesehatan yang baik. Kondisi kesehatan tidak terbatas pada kesehatan fisik semata, melainkan juga terhadap kesehatan mental. Walaupun ada kesadaran global akan pentingnya penanganan kesehatan mental dan peningkatan distribusi layanan yang memadai, isu kesehatan mental masih menjadi tantangan bagi banyak negara termasuk negara-negara di Asia Tenggara. Kesehatan mental adalah masalah yang kompleks sehingga membutuhkan pendekatan multichanel. Pembuatan laporan mengenai layanan kesehatan mental oleh pemerintah negara-negara Asia Tenggara, World Health Organization (WHO), dan, Association of Southeast Asian Nations (ASEAN) menekankan diperlukannya dukungan dari berbagai pemangku kepentingan seperti United for Global Mental Health (United GMH) sebagai International Non-Governmental Organization (INGO). Penelitian ini menggunakan teori Neoliberalisme, konsep International NGO. Status perekonomian negara-negara Asia Tenggara kebanyakan merupakan negara berpendapatan rendah dan menengah. Penulisan dilakukan secara deskriptif-kualitatif dengan melakukan studi literatur untuk mendapatkan berbagai data penelitian. Penelitian ini menemukan bahwa United GMH mempunyai tujuh program bertema layanan kesehatan mental selama masa pandemi Coronavirus Disease 2019 (COVID-19) pada tahun 2020–2023. Program-program tersebut bertujuan untuk menangani kesehatan mental di Asia Tenggara. United GMH memiliki kesulitan untuk melakukan advokasi layanan kesehatan bagi masyarakat di Asia Tenggara. Namun, United GMH berhasil memenuhi kebutuhan layanan kesehatan mental sesuai dengan kebutuhan mitra di kawasan Asia Tenggara yang tercermin dalam laporan WHO dan ASEAN / Public welfare is inseparable from good health conditions. Health conditions are not limited to physical health alone, but also mental health. Although there is global awareness of the importance of mental health care and increasing the distribution of adequate services, mental health issues are still a challenge for many countries including countries in Southeast Asia. Mental health is a complex problem that requires a multi-channel approach. The preparation of reports on mental health services by the governments of Southeast Asian countries, the World Health Organization (WHO), and the Association of Southeast Asian Nations (ASEAN) emphasizes the need for support from various stakeholders such as the United for Global Mental Health (United GMH) as an International Non-Governmental Organization (INGO). This study uses the theory of Neoliberalism, the concept of International NGOs. The economic status of Southeast Asian countries is mostly low and middle income countries. The writing is done descriptively-qualitatively by conducting literature studies to obtain various research data. This study found that United GMH has seven programs with the theme of mental health services during the Coronavirus Disease 2019 (COVID-19) pandemic in 2020-2023. These programs aim to address mental health in Southeast Asia. United GMH has difficulty advocating for health services for people in Southeast Asia. However, United GMH has succeeded in meeting the need for mental health services according to the needs of partners in the Southeast Asia region as reflected in the WHO and ASEAN reports
