Abstract
Laut Cina Selatan merupakan wilayah strategis yang menjadi pusat sengketa geopolitik akibat klaim sepihak Cina melalui konsep Nine-Dash Line. Sebagai negara non-claimant,Indonesia menghadapi tantangan menjaga kedaulatan Zona Ekonomi Eksklusif (ZEE) di Natuna Utara serta memastikan stabilitas keamana dan kelancaran jalur perdagangan internasional. Konflik ini diperumit oleh persaingan kekuatan besar dan ketegangan regional, sehingga memerlukan strategi balancing yang efektif. Penelitian ini bertujuan menganalisis upaya balancing Indonesia terhadap ancaman Cina melalui ASEAN dengan menggunakan teori Neorealisme dan konsep Balance of Power. Teori Neorealisme menekankan pentingnya distribusi kekuatan dalam sistem internasional anarkis, sementara
Balance of Power menyoroti upaya negara-negara untuk menciptakan keseimbangan dalam menghadapi ancaman dominasi kekuatan lain. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif untuk mengeksplorasi strategi diplomasi dan pertahanan Indonesia. Data diperoleh
melalui wawancara, studi kepustakaan, dan analisis dokumen resmi. Hasil penelitian menunjukkan bahwa Indonesia mengadopsi pendekatan balancing melalui tiga langkah utama: (1) Diplomasi multilateral melalui ASEAN, termasuk mendorong implementasi Code of Conduct (CoC); (2) Penguatan pertahanan
maritim, seperti modernisasi alutsista dan patroli intensif di Natuna Utara; (3) Pendekatan interdependence dalam hubungan ekonomi dengan Cina untuk menjaga stabilitas bilateral tanpa mengorbankan kepentingan nasional. Penelitian ini menyimpulkan bahwa meskipun terdapat tantangan dalam konsolidasi solidaritas ASEAN dan menghadapi tekanan geopolitik, strategi balancing Indonesia mampu
menjaga stabilitas regional. Penelitian ini berkontribusi pada literatur mengenai peran Indonesia di Laut Cina Selatan dan relevansi diplomasi ASEAN dalam menyelesaikan konflik maritim.

The South China Sea is a strategic region that has become the center of geopolitical disputes due to China's unilateral claims based on the Nine-Dash Line concept. As
a non-claimant state, Indonesia faces challenges in safeguarding the sovereignty of its Exclusive Economic Zone (EEZ) in North Natuna while ensuring security stability and the smooth operation of international trade routes. This conflict is further complicated by the rivalry of major powers and regional tensions, necessitating an effective balancing strategy. This study aims to analyze Indonesia's
balancing efforts against China's threat through ASEAN using Neorealism Theory and the Balance of Power concept. Neorealism emphasizes the importance of power distribution within an anarchic international system, while the Balance of Power highlights the efforts of states to create equilibrium in the face of dominant power threats. This research employs a qualitative approach with a descriptive method to explore Indonesia's diplomatic and defense strategies. Data were collected through interviews, literature studies, and official document analysis. The findings indicate that Indonesia adopts a balancing approach through three main steps: (1) Multilateral diplomacy through ASEAN, including promoting the implementation of the Code of Conduct (CoC); (2) Strengthening maritime defense, such as
modernizing defense equipment and conducting intensive patrols in North Natuna; and (3) An interdependence approach in economic relations with China to maintain bilateral stability without compromising national interests. The study concludes that despite challenges in consolidating ASEAN solidarity and addressing geopolitical pressures, Indonesia's balancing strategy effectively maintains regional stability.This research contributes to the literature on Indonesia's role in the South China Sea
and the relevance of ASEAN diplomacy in resolving maritime conflicts.
