Comprehensive Agreement on Investment (CAI) merupakan perjanjian investasi yang disusun oleh Tiongkok dan Uni Eropa. Setelah CAI selesai disusun pada akhir tahun 2020, CAI seharusnya ditinjau dan diratifikasi oleh Parlemen Eropa. Namun, dengan adanya beberapa peristiwa, proses ratifikasi CAI ditangguhkan. Kejadian ini dan beberapa hal lain perlu dipertimbangkan dalam mengamati hubungan antara Tiongkok dengan Uni Eropa pasca penyusunan CAI. Penelitian ini bertujuan untuk memberikan paparan tentang dinamika penyusunan CAI antara Tiongkok dengan Uni Eropa dan pengaruh dinamika penyusunan CAI terhadap hubungan kedua belah pihak. Kerangka berpikir dalam penelitian ini memakai teori neoliberalisme bersama dengan konsep kerja sama internasional, diplomasi ekonomi, dan interdependensi kompleks. Penelitian ini memakai pendekatan kualitatif dengan metode deskriptif, serta data sekunder yang diperoleh dari studi kepustakaan dan sumber daring. Penelitian ini menemukan CAI merupakan suatu kesepakatan yang dibentuk antara Tiongkok dengan Uni Eropa. Hasil penelitian juga memaparkan pernyataan Departmen Luar Negeri Amerika Serikat tentang genosida Xinjiang sebagai titik balik dalam hubungan antara Tiongkok dengan Uni Eropa dan pernyataan tersebut berdampak pada penangguhan ratifikasi CAI oleh Parlemen Eropa dan hubungan kedua belah pihak yang sedang memburuk. Tiongkok dan Uni Eropa mengalihkan kebijakannya sebagai respons terhadap perubahan hubungan kedua belah pihak. Sesuai teori neoliberalisme, pihak yang tidak patuh dalam kerja sama internasional berpotensi membuat kepentingan bersama tidak terpenuhi. Jadi, sikap Tiongkok yang tidak patuh pada kerja sama dengan Uni Eropa akhirnya mengakibatkan penangguhan ratifikasi CAI. / The Comprehensive Agreement on Investment (CAI) is an investment agreement drafted by China and the European Union. After the CAI was completed at the end of 2020, the CAI was supposed to be reviewed and ratified by the European Parliament. However, due to several events, the CAI ratification process was suspended. These events and several other things need to be considered in observing relations between China and the European Union after CAI drafting. This research aims to provide an explanation of the dynamics of CAI drafting between China and the European Union and the influence of the dynamics of CAI drafting on relations between the two parties. The framework of thought in this research uses the theory of neoliberalism together with the concepts of international cooperation, economic diplomacy, and complex interdependence. This study uses a qualitative approach with descriptive methods, as well as secondary data obtained from literature studies and online sources. This study finds that the CAI is a consensus formed between China and the European Union. The results of this research also describe the statement of the United States Department of State on the Xinjiang genocide as a turning point in relations between China and the European Union and the statement has an impact on the suspension of the ratification of the CAI by the European Parliament and the deteriorating relations between the two parties. China and the European Union shifted their policies in response to the changing relationship between the two parties. According to the theory of neoliberalism, an actor who does not comply with international cooperation will potentially cause mutual interests to be unfulfilled. Thus, China's non-compliance with cooperation with the European Union ultimately resulted in the suspension of the ratification of the CAI.
