Abstract
The high percentage of smokers in Indonesia presents a significant public health challenge, impacting not only individual well-being but also the nation’s economic productivity. To address this issue, the government has implemented various policies, including a ban on single stick cigarette sales. This policy aims to reduce the accessibility of cigarettes, particularly among young people and low-income communities, by limiting impulsive purchases. By targeting single stick sales, the government seeks to disrupt early smoking initiation and reduce overall cigarette consumption, especially within vulnerable groups. This study evaluates the effectiveness of the ban in reducing cigarette consumption and analyzes its broader impact on societal behavior. Using a combined normative juridical approach and empirical methods, including interviews and surveys conducted across various regions, the research highlights both the strengths and weaknesses of the policy. Findings indicate that while the policy has contributed to a reduction in cigarette accessibility, especially among youth, its implementation faces significant challenges. Weak law enforcement, inconsistent monitoring, inadequate dissemination of the policy, and Indonesia’s deeply entrenched smoking culture continue to hinder its effectiveness. Despite these obstacles, the policy shows potential for greater impact if certain measures are strengthened. Stricter law enforcement and consistent monitoring are essential to ensure compliance. Additionally, comprehensive educational campaigns tailored to various demographics can enhance public awareness and support. It is also crucial to provide economic support for small-scale vendors affected by the ban, such as alternative income opportunities. By adopting a holistic approach that addresses legal, social, and economic factors, the policy can achieve its objective of significantly reducing smoking rates in Indonesia and improving public health outcomes.
