Abstract
Kawasan Coral Triangle adalah pusat biodiversitas laut global yang sering di sebut sebagai ”Amazon of the Sea”. Kawasan ini menghadapi ancaman serius akibat perubahan iklim, eksploitasi sumber daya laut, dan degradasi lingkungan. Untuk menjawab tantangan ini, enam negara di Kawasan Coral Triangle yaitu Indonesia, Malaysia, Filipina, Papua Nugini, Timor-Leste, dan Kepulauan Solomon, yang dikenal sebagai CT6, membentuk Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security (CTI-CFF) pada tahun 2009. Penelitian ini menganalisis kerja sama regional dalam kerangka CTI-CFF dengan menggunakan pendekatan teori neoliberalisme yang menekankan peran organisasi internasional dalam memfasilitasi kerja sama antara negara anggota guna mengatasi tantangan yang ada. Melalui metode penelitian kualitatif, dengan data yang dikumpulkan melalui wawancara, kajian pustaka, dan analisis laporan resmi CTI-CFF, penelitian ini menemukan bahwa CTI-CFF berperan sebagai platform kerja sama yang mendorong sinergi negara anggota dalam pelestarian biodiversitas laut. Penelitian ini juga menemukan bahwa untuk mencapai tujuan jangka panjangnya, beberapa aspek yang perlu diperkuat antara lain diversifikasi pendanaan, penguatan koordinasi, dan pemberdayaan masyarakat pesisir. Hal ini selaras dengan prinsip-prinsip neoliberalisme yang menekankan pentingnya peran institusi dalam mewujudkan komitmen kolektif. / The Coral Triangle region is the global center of marine biodiversity and is often referred to as the "Amazon of the Sea." However, this region faces serious threats due to climate change, marine resource exploitation, and environmental degradation. To address these challenges, six countries in the Coral Triangle region : Indonesia, Malaysia, the Philippines, Papua New Guinea, Timor-Leste, and the Solomon Islands, collectively known as the CT6, established the Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security (CTI-CFF) in 2009. This research analyses regional cooperation within the CTI-CFF framework using neoliberalism approach, which emphasizes the role of international organizations in facilitating cooperation among member states to address shared challenges. Using qualitative research methods, with data collected through interviews, literature reviews, and analysis of official CTI-CFF reports, this research finds that CTI-CFF serves as a cooperative platform that fosters synergy among member states for the conservation of marine biodiversity. The study also finds that to achieve its long-term goals, several aspects need to be strengthened, including funding diversification, improved coordination, and coastal community empowerment. This aligns with the principles of neoliberalism, which highlight the importance of institutional roles in realizing collective commitments.
