Abstract

Sister City Ambon-Darwin merupakan kerja sama yang menarik karena berawal dari hubungan people-to-people, ada keterikatan emosional antara masyarakat Ambon dan Darwin sejak Perang Dunia II. Karena dirasakan tidak cukup sebatas people-to-people, pada akhirnya kedua kota menandatangani MoU Sister City Ambon-Darwin. Program Sister City Ambon-Darwin menjadi isu kajian yang menarik di tengah upaya kedua negara dalam menjalin hubungan yang lebih harmonis. Namun, dalam pelaksanaannya, terdapat beberapa kendala yang kurang diperhatikan oleh pemerintah kedua kota. Padahal, jika dimaksimalkan akan sangat berpengaruh bagi kemajuan kerja sama ini. Penelitian ini menggunakan pendekatan kualitatif. Konsep yang dikembangkan dalam penelitian ini adalah globalisasi, diplomasi dan kerja sama bilateral. Menggunakan teori Neo-Liberalisme, penulis kemudian mengelaborasikan ketiga konsep ini ke dalam pembahasan penelitian karena sister city ini merupakan bentuk nyata dari ketiga konsep tersebut. Dalam mengumpulkan data, penulis melakukan studi pustaka dan mewawancarai tiga narasumber yang terlibat dalam kerja sama ini sehingga data yang didapatkan adalah data primer dan sekunder. Data-data yang diperoleh kemudian dinarasikan dan dianalisis oleh penulis. Kerja sama Sister City Ambon-Darwin ini bergerak secara perlahan namun pasti. Implikasinya tidak dapat dilihat secara langsung, membutuhkan beberapa tahun. Akan tetapi, perkembangannya sudah mulai terlihat sekarang. Kota Ambon benar-benar terbantu dengan adanya kerja sama ini. Ambon secara perlahan-lahan bangkit dari keterpurukan di masa lalu dan bertumbuh menjadi salah satu kota yang menjanjikan di Indonesia Timur. Berhasilnya kerja sama ini membantu mempertahankan hubungan baik antara Indonesia-Australia. Kedua negara benar-benar terbantu, Australia menjadi lebih leluasa untuk ‘bergerak’ di Asia Tenggara, perdagangan menjadi lebih mudah melalui Indonesia, di sisi lain Indonesia juga terbantu karena terciptanya pemerataan pembangunan dan ekonomi. Walaupun tidak dapat dilihat secara langsung dampaknya, tetapi perlahan-lahan Indonesia Timur bangkit./Sister City Ambon-Darwin is an interesting collaboration because it starts from a people-to-people relationship, there has been an emotional bond between the people of Ambon and Darwin since World War II. The government from both cities felt that it was not enough to be people-to-people, in the end the two cities signed the Ambon-Darwin Sister City MoU. The Ambon-Darwin Sister City program has become an interesting issue amid the efforts of the two countries to establish more harmonious relations. However, in its implementation, there are some obstacles that are not taken into consideration by the government of both cities. Yet if it is maximized it will greatly affect the progress of this collaboration. This research uses a qualitative approach. The concepts developed in this research are globalization, diplomacy and bilateral cooperation. Using Neo-Liberalism theory,the author then elaborates these three concepts into the research discussion since this sister city program is a real form of the three concepts. In collecting data, the author conducted a literature study and interviewed three speakers involved in this sister city program so that the data obtained were primary and secondary data. The data obtained are then narrated and analyzed by the author. This Ambon-Darwin Sister City cooperation moves slowly but surely. The implication cannot be seen directly, it takes several years. However, developments in Ambon have begun to appear now. Ambon was really helped by this collaboration and slowly emerging from the slumps of the past and growing into one of the promising cities in Eastern Indonesia. The success of this collaboration helps to maintain good relations between Indonesia and Australia. Both countries were really helped, Australia became freer to 'move' in Southeast Asia, trade became easier through Indonesia, on the other hand, Indonesia was also helped by the creation of equitable development and economy. Although the impact cannot be seen directly, slowly Eastern Indonesia is reviving.
