Abstract

Penelitian ini bertujuan untuk mengkaji faktor-faktor yang memengaruhi kebijakan Amerika Serikat terhadap aliansi strategis dengan Israel pada periode 2021–2024 serta mengevaluasi capaian signifikan aliansi tersebut terhadap konflik dan stabilitas kawasan Timur Tengah. Dengan menggunakan metode kualitatif deskriptif-analitis dan teori neorealisme Kenneth Waltz sebagai kerangka teoretis, penelitian ini berargumen bahwa aliansi AS–Israel merupakan respons rasional terhadap struktur sistem internasional yang anarkis dan perubahan distribusi kekuatan global. Aliansi ini tidak hanya didorong oleh kalkulasi strategis untuk mempertahankan dominasi geopolitik AS di Timur Tengah menghadapi ancaman Iran, aktor non-negara bersenjata, serta keterlibatan Rusia dan Tiongkok. Temuan penelitian menunjukkan bahwa aliansi ini menghasilkan output konkret seperti peningkatan bantuan militer, dukungan diplomatik, dan percepatan normalisasi Israel–Arab. Namun, secara paradoks, aliansi tersebut juga memicu dilema keamanan dan polarisasi kawasan yang memperumit stabilitas jangka panjang. Kontribusi penelitian ini sebagai karya magister terletak pada penguatan pemahaman teoretis tentang hubungan kekuasaan dalam sistem internasional, serta perluasan diskursus kritis terhadap aliansi strategis sebagai instrumen stabilisasi sekaligus potensi destabilisasi dalam studi kebijakan luar negeri dan keamanan internasional. / This study aims to examine the factors influencing the United States' foreign policy toward its strategic alliance with Israel during the 2021–2024 period, and to evaluate the significant outcomes of the alliance in relation to conflict and regional stability in the Middle East. Using a descriptive-analytical qualitative method and Kenneth Waltz’s neorealism as the theoretical framework, this research argues that the U.S.–Israel alliance represents a rational response to the anarchic nature of the international system and shifts in the global distribution of power. The alliance is not solely driven by strategic calculations to maintain U.S. geopolitical dominance in the Middle East in the face of threats from Iran, armed non-state actors, and the involvement of Russia and China. The study finds that the alliance has produced concrete outcomes such as increased military aid, diplomatic support, and the acceleration of Israel–Arab normalization. However, paradoxically, the alliance has also triggered a security dilemma and regional polarization, complicating long-term stability. This master’s thesis contributes to strengthening the theoretical understanding of power relations in the international system, while also expanding the critical discourse on strategic alliances as instruments of both stabilization and potential destabilization in the study of foreign policy and international security.
