Abstract
In the era of globalization, digitalization, and global economic competition, quality of human resources are an important asset for a country that experiencing an economic revival. This fenomena encourages the Indonesian government to prioritize human resource development through strategies at the national level as well as in international cooperation. For this reason, research is needed to find out how the forms and results of cooperation in the field of human resources are complementary in economic growth between Indonesia and Australia, Japan, South Korea and China and then linked to the theory of liberalism.
This study uses a qualitative approach with a case study research method in which the researcher conducts a broad and in-depth search of the case under study. Research data collection was carried out with primary data, namely interviews and secondary data in the form of literature studies.
The results showed that the collaboration that had been carried out in the human resources field involved various parties, ranging from the government, educational institutions, organizations, industry parties and the community. The results of cooperation in the field of human resources between Indonesia and these countries have also complemented each other in terms of economic growth, including helping improve the quality of life of people in remote areas and reducing Indonesia's national poverty levels and accelerating the increase in human resources productivity that can support the industrial ecosystem in each country that cooperating. / Di era globalisasi, digitalisasi, dan persaingan ekonomi global maka SDM yang berkualitas merupakan salah satu aset penting bagi sebuah negara yang sedang mengalami kebangkitan ekonomi. Hal ini mendorong pemerintah Indonesia untuk memprioritaskan pembangunan SDM melalui strategi di tingkat nasional maupun dalam kerjasama internasional. Untuk itu, diperlukan penelitian untuk mengetahui bagaimana bentuk – bentuk dan hasil - hasil kerjasama di bidang SDM sehingga saling melengkapi dalam pertumbuhan ekonomi antara Indonesia dengan Australia, Jepang, Korea Selatan dan China dan kemudian dihubungkan dengan teori liberalisme.
Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian studi kasus dimana peneliti melakukan penelusuran yang luas dan mendalam terhadap kasus yang diteliti. Pengumpulan data penelitian dilakukan dengan data primer yaitu wawancara serta data sekunder berupa studi kepustakaan.
Hasil penelitian menunjukkan bahwa kerjasama yang sudah dilakukan di bidang SDM melibatkan berbagai pihak yang terkait, mulai dari pemerintah, institusi pendidikan, organisasi, pihak industri maupun masyarakat. Hasil kerjasama di bidang SDM antara Indonesia dengan negara – negara tersebut juga telah saling melengkapi dalam hal pertumbuhan ekonomi, diantaranya telah membantu peningkatan kualitas hidup masyarakat di daerah pelosok dan menurunkan tingkat kemiskinan nasional Indonesia serta mempercepat peningkatan produktivitas SDM yang dapat mendukung ekosistem industri di masing-masing negara yang bekerjasama.
