Abstract

The rise of China as a Great Power brought both admire and concern for the USA, the last Great Power in the post Cold War era. One of the most important elements for International Relations students and Foreign Policy makers are relation between Great Powers, hence this time the USA and China. Relation between Great Powers always threatens to involve other neighboring, allied and even neutral countries. It is very important to observe these two countries interaction closely to avoid any harmful foreign policy mistakes. The purpose of this research is to determine the characteristic of bilateral relationship between the USA and China, if the characteristic is cooperation everyone can breathe easy but if it is rivalry, it might be potentially dangerous to both countries or to other countries in the region of interest and in this case, Asia- Pacific Region. The data are gained through literature review and content analysis. The analysis is conducted through narrative and descriptive methods. From the data and analysis it is definitive that the USA and China’s bilateral relationship is undoubtedly rivalry. Whenever either the USA or China engaged on major foreign policy implementation, the other side denounces the move as threatening or destabilizing, especially regarding U.S. Asian Pivot which will refocus U.S. military assets back to the Asia-Pacific region from a decade of involvement in the Middle East. China’s own aggressive foreign policy in the area is increasingly viewed with concerned eyes by the USA which quite possibly the reason that forced the USA to launch her Asian Pivot.
