Abstract

Kerja sama internasional dalam penanganan terorisme adalah salah satu sektor penting bagi Indonesia-Australia untuk dapat meningkatkan keamanan antara kedua negara dan dapat menjalin hubungan bilateral yang kuat. Kejadian 9 September 2001 yang menghancurkan Gedung World Trade Center di Amerika Serikat dan diimplementasikannya kebijakan Global War on Terror yang juga diadopsi oleh Pemerintah Indonesia dan Australia. Terjadinya Bom Bali 1 pada 12 Oktober 2002 menyebabkan Indonesia mengambil peran aktif dalam Global War on Terror dengan menekankan kepada kerja sama Internasional, terutama kepada Australia. Serangan 12 Oktober 2002 menghilangkan lebih dari 202 korban jiwa dan 209 orang lainnya mengalami luka-luka. Terdapatnya 88 korban jiwa yang berasal dari Australia dan 28 warga Inggris. Untuk itu, Pemerintah Australia menginginkan untuk memfokuskan dan mengangkat isu keamanan para warga negaranya dan kepada keamanan kawasan regional. Penelitian ini menggunakan pendekeatan kualitatif dan menggunakan metode deskriptif. Teori yang digunakan dalam penelitian ini adalah teori liberalisme dan beberapa konsep antara lain: konsep liberalisme interdependensi, konsep kerja sama internasional, konsep kepentingan nasional, dan konsep terorisme. Pada tahun 2002 atau setelah terjadinya Bom Bali 1, kerja sama antar Indonesia dan Australia dilaksanakan secara langsug oleh Polri dan AFP (Australian Federal Police) dengan menggabungkan kerja sama pihak kepolisian, militer, imigrasi, bea cukai, serta badan kemanan dan intelijen, yang tercantum pada Memorandum of Understanding (MoU) on Combatting International Terrorism sebagai langkah awal dalam penanganan kasus terorisme. Pada tahun 2004, dimulainya kerja sama dalam peningkatan sumber daya manusia dan penekanan terhadap pertukaran informasi intelijen yang dijalankan oleh intitusi keamanan pemerintah Indonesia dan Australia menciptakan hubungan bilateral yang semakin erat. Terjalinnya kerja sama dalam penanggulangan terorisme yang erat antara Indonesia dan Australia menghasilkan peningkatan dalam penanggulanan terorisme dan keamanan yang terjadi di Indonesia dan juga Australia./International cooperation in dealing with terrorism is one of the important sectors for Indonesia-Australia to be able to improve security between the two countries and can establish strong bilateral relations. 9 September 2001 which destroyed the World Trade Center in United States and the implementation of the Global War on Terror policy which was also adopted by the Governments of Indonesia and Australia. The Bali Bombing I on 12 October 2002 caused Indonesia to take an active role in the Global War on Terror by emphasizing international cooperation international cooperation, especially to Australia. The October 12, 2002 attacked that killed more than 202 lives and 209 others were injured. There are 88 people from Australia were killed and 28 are British citizens. To that end, the Australian Government wants to focus and raise the issue of the security of its citizens and to regional security. This research uses qualitative approach and uses descriptive methods. The theory used in this study is the theory of liberalism and several concepts including: the concept of interdependent liberalism, the concept of international cooperation, the concept of national interest, and the concept of terrorism. After Bali Bombing I the cooperation between Indonesia and Australia were carried out directly by the National Police of Indonesia and Australia Federal Police by combining the cooperation of the police, military, immigration, customs, and intelligence agencies, listed in the Memorandum of Understanding (MoU) on Combatting International Terrorism as a first step in handling terrorism cases. In 2004, the start of cooperation in improving human resources and the emphasis on the exchange of intelligence information carried out by the security institution of the government of Indonesia and Australia created increasingly close bilateral relations. Establishing close cooperation in combating terrorism between Indonesia and Australia has resulted in increase in counterterrorism and security that occurred in Indonesia and Australia.
