Abstract

Terorisme merupakan salah satu topik yang berkaitan dengan Hubungan Internasional. Topik ini merupakan isu transnasional yang masih menjadi perhatian dunia internasional. Aksi terorisme merupakan aksi yang mengancam keamanan negara, yang masih terjadi di berbagai negara, seperti Indonesia dan Amerika Serikat. Salah satu aksi terorisme yang terjadi di Indonesia adalah aksi Bom Bali pada tahun 2002, yang menjadi titik balik Indonesia. Aksi terorisme yang terjadi di Amerika Serikat merupakan salah satu aksi terorisme terbesar di dalam sejarah, yaitu peristiwa 9/11 yang menyerang Gedung World Trade Center (WTC) dan Pentagon. Dua aksi terorisme tersebut memiliki persamaan, yaitu kelompok terorisme yang melakukannya, bernama Al- Qaeda. Persamaan tersebut merupakan latar belakang terjalinnya kerja sama militer Indonesia dengan Amerika Serikat dalam penanggulangan isu terorisme. Kerja sama tersebut. Merupakan salah satu instrumen negara untuk mencapai kepentingan nasional. Metodologi yang digunakan adalah kualitatif deskriptif. Adapun beberapa teori dan konsep turunan dari Hubungan Internasional yang digunakan, seperti Realisme. keamanan nasional, kejahatan transnasional dan terorisme, ideologi Al-Qaeda, dan hubungan bilateral. Terdapat dua program kerja sama militer yang dijalin oleh Indonesia dengan Amerika Serikat dalam menanggulangi terorisme, yaitu Anti-Terrorism Assistance (ATA) dan Combating Terorisme Fellowship Program (CTFP). Dua program tersebut menyediakan edukasi, pelatihan, dan berbagai fasilitas untuk menanggulangi isu terorisme di Indonesia. Keberhasilan bentuk kerja sama militer ini terlihat dengan adanya peningkatan kapabilitas aparat militer Indonesia, ditunjukkan dengan adanya berbagai pencapaian. Peningkatan kapabilitas aparat militer Indonesia tentunya memengaruhi pergerakan terorisme di Indonesia, adanya penurunan aksi terorisme yang terjadi. / Terrorism is one topic that related to International Relations. This topic is a transnational issue that still a concern of the international world. Acts of terrorism is a threat for the national security and still carried out in various countries, such as Indonesia and United States. One of the acts that occurred in Indonesia was Bom Bali that happened in 2002, which was the turning point of Indonesia toward terrorism issue. The acts of terrorism that occurred in United States was one of the most severe acts in history, which was the 9/11 that attacked World Trade Center (WTC) buildings and The Pentagon. These two acts of terrorism have in common, namely the terrorist group that did it, named Al-Qaeda. This factor was the background of Indonesia’s military cooperation with the United States to tackle terrorism. The military cooperation is one of the instruments to achieve national interest. The methodology used in descriptive qualitative. There are several theories and concepts derived from International Relations that are used, such as Realism, national security, transnational crime and terrorism, Al Qaeda’s Ideology, and bilateral relations. There are two programs in the military cooperation between Indonesia and the United States in countering terrorism, which is Anti-Terrorism Assistance (ATA) and Combating Fellowship Terrorism Program (CTFP). Both of these programs provide education, training, and facilities to combating terrorism in Indonesia. The success of this form of military cooperation can be seen with the increase in Indonesian military capability, showed from various achievements, which include in decreasing number of terrorism movement.
