Abstract

Permukiman manusia selalu dibangun berdekatan dengan aliran sungai. Kemudian, di zaman modern, kota juga tidak dapat berkembang tanpa aliran sungai sebagai pendukung perkembangan dan kemajuan peradaban manusia. Namun, dengan adanya perkembangan ini, sungai terpaksa berakomodasi dalam manajemen aliran sungai kota yang semakin banyak diberikan kepada infrastruktur, industri, dan navigasi, sehingga mengakibatkan menjauhnya manusia dari sungai dan menciptakan fenomena diskoneksi sosial. Fenomena ini juga berlaku dalam kota Jakarta dan mengambil contoh Aliran Sungai Sunter bagian Kelapa Gading, Jakarta Utara sebagai studi kasus, dimana kondisi saat ini lokasi tersebut diperlakukan sebagai utilitas rekayasa dibandingkan ruang yang dapat mendukung keberlangsungan interaksi sosial. Oleh karena itu, penelitian ini akan mengaplikasikan hubungan sosial di dalam pengembangan sungai dengan mengintegrasikan sungai ke dalam struktur kota atau urban fabric secara keseluruhan. Teori ‘City is Not a Tree’ menjadi dasar untuk memahami bahwa struktur kota yang semi-lattice dengan ruangan yang saling bertumpang-tindih dibutuhkan untuk menghidupkan kota. Terlebih, sifat penelitian ini bottom-up sehingga menjadi tepat digunakannya pendekatan placemaking sebagai dasar yang mengacu terhadap penciptaan ruang menjadi sebuah tempat bersosialisasi bagi masyarakat. Metode dalam penelitian ini menggunakan analisis kasus studi dan strategi gabungan dalam bentuk kuesioner terbuka dan survei lapangan. Penelitian ini bertujuan untuk menemukan panduan dalam menciptakan river-space yang baik melalui pendekatan placemaking. Panduan yang dimaksud adalah panduan tentang elemen-elemen dan variabel yang dibutuhkan untuk menciptakan river-space yang baik serta panduan program-program yang perlu diletakkan. Kemudian, ke dua panduan ini diterapkan dalam perancangan Aliran Sungai Sunter Jakarta untuk melihat dampak penataan river-space yang baik melalui pendekatan placemaking. Melalui penelitian ini, pengembagan ruang sungai sebagai ruang interaksi sosial melalui pendekatan placemaking tidak hanya menciptakan lingkungan sungai yang lebih hidup, tetapi juga meningkatkan kualitas ruangnya secara keseluruhan. / Human settlements have always been built near rivers and even in our modern era, cities could not exist without rivers to support the development and progress of human civilization. However, alongside this development, rivers in order to exist within the city structure are forced to accommodate itself with urban water management systems, which are increasingly given to infrastructure, industry, and navigation. Likewise, the general public’s activities are often kept away from rivers creating the phenomenon of social disconnection. This phenomenon is also present within the city of Jakarta and this research takes the Sunter River in Kelapa Gading, North Jakarta as a case study in which its current condition is treated as an engineering utility rather than a space that can host social activities. Therefore, this research applies social planning in the development of rivers by integrating rivers into the urban fabric as a whole. Hence, the ‘City is Not a Tree’ theory becomes a basis to understand how cities need to have a semi-lattice structure with overlapping spaces in order to bring life into the city. Moreover, the nature of this research is one of a bottom-up and saw appropriate to use the placemaking approach in creating spaces into a place for the people. The method used in this research is analysis of case studies and combined strategies in the form of open questionnaires as well as field surveys. This research aims to find guides in creating good river-spaces through the placemaking approach. The following guides are that of elements and variables needed to create a good river-space and a guide for the required programs that need to be implemented. Consequently, these two guides are applied in designing the area of Jakarta’s Sunter River to see the impact of good river-space development through the placemaking approach. Through this research, it is found that developing river-spaces as a space to host social interaction with the placemaking approach not only creates a livelier environment but also improves the overall quality of the river-space.
