Abstract

Pada proyek bangunan gedung tinggi risiko cost overrun kerap ditemukan. Quantity surveyor merupakan bagian dari sebuah tim manajemen proyek yang memegang peran sebagai pengendali biaya. Untuk dapat mengendalikan risiko tersebut faktor yang dapat menyebabkan risiko cost overrun harus diidentifikasi. Setelah itu dilakukan identifikasi peran dari quantity surveyor dalam sebuah proyek bangunan gedung, untuk kemudian dapat diketahui dari sekian peran dari quantity surveyor, peran apa saja yang dapat mengurangi terjadinya risiko cost overrun. Metode penelitian yang dilakukan dalam penelitian ini adalah kualitatif dan kuantitatif (Probablility and Impact Matrix untuk penetapan nilai risiko faktor cost overrun dan juga metode Delphi untuk menetapkan peran quantity surveyor, eksploratory untuk rekomendasi) dengan menggunakan tiga tahap kuisioner untuk penetapan faktor cost overrun dan dua tahap kuisioner untuk penetapan peran quantity surveyor serta satu proses wawancara untuk rekomendasi. Proses penelitian yang dilakukan dimulai dari identifikasi isu permasalahan, identifikasi permasalahan penelitian, mengkaji berbagai pustaka dan hasil penelitian yang relevan, pengumpulan data, analisis data, pembahasan hasil penelitian, kesimpulan dan saran. Hasil dari penelitian ini teridentifikasinya 35 peran dari quantity surveyor, dan 194 faktor yang penyebab risiko cost overrun dengan faktor bernilai risiko tinggi efek tahap pra konstruksi yaitu menggunakan teknik estimasi yang salah, korupsi, terjadinya perubahan desain oleh pemilik, ketidaktepatan estimasi biaya, pengendalian keuangan yang tidak baik, sedangkan efek tahap konstruksi yaitu terjadi perubahan desain oleh pemilik, tingginya frekuensi perubahan pelaksanaan, kontrol kualitas buruk, korupsi, pengendalian keuangan yang buruk di lapangan. Dan peran quantity surveyor untuk mengurangi risiko cost overrun antara lain memberikan patokan biaya-biaya konstruksi, menyiapkan persyaratan administrasi, Membuat daftar uraian pekerjaan (Bill of Quantity) sesuai lingkup lelang, membuat perencanaan biaya pada tiap tahapan desain, memeriksa tagihan dan klaim-klaim tambah kurang, memberi masukan sesuai kontrak jika terjadi perselisihan, dokumentasi instruksi lapangan, audit kontrak, pembayaran berkala. Hasil penelitian memberi gambaran bahwa peran quantity surveyor memiliki porsi yang sama baik pada tahap perencanaan maupun tahap pelaksanaan untuk dapat mengurangi risiko cost overrun. / In high-rise building projects, the risk of cost overrun is often found. Quantity surveyors are part of a project management team that holds the role of cost controller. To be able to control these risks factors that can cause cost overrun risks must be identified. After that, identify the role of the quantity surveyor in a building project, then it can be known from the roles of the quantity surveyor, what roles can reduce the risk of cost overrun. The research method used in this study is qualitative and quantitative (Probability and Impact Matrix for determining the risk value of cost overrun factors and also the Delphi method for determining the role of quantity surveyors, exploratory for recommendations) by using three questionnaire stages for determining the cost overrun factor and two stages questionnaire for determining the role of quantity surveyors and an interview process for recommendations. The research process starts from the identification of problem issues, identification of research problems, reviewing various literature and relevant research results, data collection, data analysis, discussion of research results, conclusions and suggestions. The results of this study identified 35 roles of quantity surveyors, and 194 factors that cause cost overrun risk with high risk value factors of pre-construction stage effects, namely using wrong estimation techniques, corruption, changes in design by the owner, incorrect estimation of costs, financial control not good, while the effect of the construction phase is that there is a design change by the owner, high frequency of change in implementation, poor quality control, corruption, poor financial control in the field. And the role of quantity surveyors to reduce the risk of cost overrun, among others, provides a benchmark of construction costs, preparing administrative requirements, making a list of work (Bill of Quantity) according to the scope of the auction, making cost planning at each stage of design, checking bills and claims added less, provide input according to the contract in case of disputes, documentation of field instructions, contract audits, periodic payments. The results of the study illustrate that the role of quantity surveyors has the same portion both at the planning and implementation stages to reduce the risk of cost overrun.
