Abstract

Globalisasi bisa berdampak negatif dan positif. Salah satu bentuk dampak negatif adalah berkembangnya kejahatan human trafficking. Kemiskinan, tingkat pendidikan yang rendah, pengangguran, kurangnya lapangan kerja menjadi sebagian penyebab human trafficking warga Nusa Tenggara Timur, Kondisi perekonomian menjadi pendorong besar. Penelitian ini bertujuan untuk menggambarkan proses maraknya masalah human trafficking terhadap warga NTT di Malaysia dan melihat pelaksanaan kerja sama antara Indonesia dan Malaysia dalam upaya-upaya menangani human trafficking. Pendekatan ini menggunakan perspektif liberalisme dan dilaksanakan menggunakan pendekatan kualitatif dengan metode penelitian studi kasus. Pengumpulan data penelitian dengan wawancara untuk mendapatkan data primer dan studi pustaka untuk mendapatkan data sekunder. Wawancara dilakukan kepada pegawai BNP2TKI dan beberapa tokoh terkait untuk mengetahui penyebab-penyebab dari human trafficking. Hasil penelitian menunjukan bahwa kerja sama bilateral antara Indonesia dan Malaysia dari gugus tugas daerah, regulasi-regulasi pemerintah Indonesia sampai kepada kerjasama Internasional dengan Negara-negara lain, hal tersebut guna mengupayakan agar kasus ini semakin berkurang. Nyatanya secara implementasi masih banyak tantangan yang diperhadapkan untuk mencapai hasil yang maksimal karena sampai ini terlebih khusus belum ada pembaharuan MoU yang baru sejak tahun 2016. Hal ini membuat kerja sama ini tidak terlalu efektif dalam implementasinya untuk mengatasi tindak kejahatan ini. / Globalization can have negative and positive impacts. One form of negative impact is the development of human trafficking crime. Poverty, low education levels, unemployment, lack of employment are some of the causes of human trafficking for the citizens of East Nusa Tenggara, economic conditions are a big driver. This study aims to describe the rampant process of the problem of human trafficking towards NTT residents in Malaysia and see the implementation of cooperation between Indonesia and Malaysia in efforts to deal with human trafficking. This approach uses the perspective of liberalism and is implemented using a qualitative approach with the case study research method. Research data collection by interview to get primary data and literature study to get secondary data. Interviews were conducted with BNP2TKI employees and several related figures to find out the causes of human trafficking. The results showed that bilateral cooperation between Indonesia and Malaysia from the regional task force, regulations of the Indonesian government to international cooperation with other countries, was in order to make this case less and less. In fact, in implementation there are still many challenges faced to achieve maximum results because up to this point in particular there has been no renewal of the new MoU since 2016. This makes this cooperation less effective in its implementation to overcome this crime.
