Abstract

Percepatan pembangunan infrastruktur lebih banyak berita pada pembangunan jalan tol, dikarenakan lebih banyak masyarakat yang menikmati terutama saat lebaran, pada arus mudik. Masifnya pembangunan proyek jalan tol ini sangat memungkinkan diwarnai dengan adanya insiden-insiden kecelakaan kerja. Dari 2018 hingga saat ini sudah terjadi sejumlah kecelakaan kerja di proyek jalan berbayar tersebut. Pekerjaan tol yang sangat rawan kecelakaan adalah tol elevated, karena pekerjaan di ketinggian dan pada daerah yang padat lalu lintasnya. Percepatan pembangunan adalah rencana awal yang dicanangkan, sehingga hasil dari semua itu adalah waktu pelaksanaan. Penelitian ini bertujuan mengidentifikasi dan menganalisis variabel-variabel dari Safety, Metode Konstruksi dan Biaya Konstruksi pada proyek yang diteliti. Faktor-faktor yang menentukan pengendalian waktu pelaksanaan dikarenakan komplesitas proses konstruksi sangat banyak, Faktor Safety ditengarai oleh biaya dan hasil pencatatan penyimpangan dari tujuan safety tersebut. Metode Konstruksi juga menentukan Pengendalian waktu pelaksanaan yang disebabkan kompleksitas proses konstruksi, apabila metode konstruksi sulit dikerjakan maka yang terjadi pasti lama masa pelaksanaannya terakhir adalah Kontrol Biaya yang dimulai dari Hulu tidak asal pangkas demi penghematan. Hasil validasi dari pakar tentang variabel bebas yang berpengaruh, memberikan pendapat dari 60 variable awal dari tiga faktor di atas, dan menyetujui 50 variabel. Selanjutnya 89 responden yang mewakili setelah memberikan pendapat dari 50 variabel bebas dan 1 variabel terikat tersebut dan diolah dengan menggunakan SPSS ver. 22, didapat variabel-variabel yang berpengaruh dari safety, metode kerja dan biaya pelaksanaan terhadap pengendalian waktu pelaksanaan adalah 10 variabel. Sepuluh variabel tersebut mempengaruhi Pengendalian Waktu Pelaksanaan yang disebabkan Kompleksitas Proses Konstruksi sebesar 85,6%, dengan pengaruh yang terbesar ada pada variabel-variabel secara berurutan pada faktor biaya proyek kemudian variabel-variabel pada faktor safety dan variabel pada faktor metode konstruksi. / Time acceleration of infrastructure development, consentration in tol road, because many people who will enjoy it especially during Eid. The massive construction of the toll road project is very possible to be coloured by the incident of work accident. From 2018 until now there have been a number of work accidents at the paid road project. Toll works that are very prone to accidents are elevated tolls, because the work is at an altitude and in the work areas joined with heavy traffic. The acceleration of development is the initial plan announced, so that the result of all this, is the time of implementation. This study aims to identify and analyze the factors and variables safety, construction methods and construction costs on the project under study. The factors that determine the time of implementation are very many, the safety factor is suspected by the costs and results of recording deviations from the safety objectives. The construction method also determines the time of implementation, if the construction method is difficult to work, then what certainly happens is the long implementation time. The cost control that start from upstream does not originate pruning for savings.The result of this study were validated by expert, giving opinions from 60 initial independant variables of the three factors above, agreeing on 50 variables. Next 89 respondents who represented after giving opinions of 50 independant variables and 1 dependant variable, and processed using program of SPSS ver. 22, obtained variables that influence the safety variables, work methods and implementation costs to the implementation time are 10 variables. The ten variables above effect the implementation time by 85,6%, whith the greatest effect on the cost variables then safety and construction method.
