Abstract

Hospitality business growth increased every year, making investors competing to set up the hotel building. International research institute which lists about the world hotel industry, Global STR (Smith Travel Research), said that until July 2016 Jakarta are building as many as 7.123 rooms of 27 hotel projects (www.kompas.com, September 22nd 2016). Every hotel building will necessarily require a specialist contractor to carry out work to meet the standards of quality interior design as a trademark that characterizes their hotel. Demands building that serves the function of hotel occupancy and also the business, of course, demands quality construction the total interior work. And so we need a system in order to fulfill the desired quality standards embodied in a project that researched, ie integrated quality management system / total quality management system (TQM). This research will then complete the research problem, namely: identify risks TQM faced, analyzed the risk of the most dominant, factors and variables that need to be considered, as well as the causes and effects of risk implementation of TQM to prevent failure costs in the interior project of building hotel implemented by the contractor "A". This study uses qualitative and quantitative methods to analyze the factors research, which consists of; planning, assurance, control, and quality improvement. Respondents are employees of the company "A" who have contributed in the implementation of projects selected sample based on the swelling costs reached more than 10% of the project budget, the project is 4 (four) projects that have been implemented by the company "A", 2 (two) of them were new projects (new hotel building) and two (2) others are hotel renovation project. From the results of this study concluded that the risk of the most dominant is the lack of effective activities of regular meetings (factor of quality improvement), not the activity checklist quality factor (quality planning), the inability of the reduction of re-employment (factor of quality improvement), and the absence of follow-up in review previous correction factor (quality control). Recommendations improvement over the results of this study should the system of quality management process should be implemented fully and continuously in an effort to prevent the cost of failure. / Pertumbuhan bisnis perhotelan yang meningkat setiap tahunnya, membuat para investor berlomba-lomba mendirikan bangunan gedung hotel. Lembaga riset internasional yang mendata tentang industri hotel dunia, STR Global (Smith Travel Research), menyatakan bahwa hingga Juli 2016 Jakarta sedang membangun sebanyak 7.123 kamar dari 27 proyek hotel (www.kompas.com, 22 September 2016). Setiap bangunan gedung hotel tentu akan membutuhkan kontraktor spesialis untuk melaksanakan pekerjaan interior demi memenuhi standar mutu desain sebagai trademark yang menjadi ciri khas hotel mereka. Tuntutan bangunan gedung hotel yang melayani fungsi hunian dan juga bisnis, tentunya menuntut mutu pelaksanaan konstruksi interior yang total. Sehingga dibutuhkan sebuah sistem dalam upaya pemenuhan standar mutu yang diinginkan terwujud dalam sebuah proyek yang diteliti, yaitu sistem manajemen mutu terpadu/total quality management system (TQM). Penelitian ini selanjutnya akan menyelesaikan permasalahan penelitian, yaitu: mengidentifikasi risiko TQM yang dihadapi, menganalisis risiko yang paling dominan, faktor dan variabel apa saja yang perlu diperhatikan, serta penyebab dan dampak risiko penerapan TQM yang dapat mencegah terjadinya kegagalan biaya dalam pelaksanaan proyek interior bangunan gedung hotel yang dilaksanakan oleh kontraktor “A”. Penelitian ini menggunakan metode kualitatif dan kuantitatif untuk menganalisis faktor-faktor penelitian, yang terdiri atas; perencanaan, penjaminan, pengendalian, dan peningkatan mutu. Responden penelitian ini adalah karyawan perusahaan “A” yang memiliki kontribusi dalam pelaksanaan pekerjaan proyek sampel yang terpilih berdasarkan pembengkakan biaya mencapai lebih dari 10% dari anggaran proyek, proyek tersebut adalah 4 (empat) proyek yang sudah dilaksanakan oleh perusahaan “A”, 2 (dua) diantaranya adalah proyek baru (gedung hotel baru) dan 2 (dua) lainnya adalah proyek renovasi hotel. Dari hasil penelitian dapat disimpulkan bahwa risiko yang paling dominan adalah kurang efektifnya kegiatan regular meeting (faktor peningkatan mutu), tidak adanya kegiatan checklist mutu (faktor perencanaan mutu), ketidakmampuan dalam pengurangan pekerjaan ulang (faktor peningkatan mutu), dan tidak adanya tindak lanjut dalam tinjauan koreksi sebelumnya (faktor pengendalian mutu). Rekomendasi improvement atas hasil penelitian ini selayaknya system proses manajemen mutu harus dilaksanakan secara menyeluruh dan berkesinambungan dalam upaya mencegah terjadinya kegagalan biaya.
